Analyzing patterns of violence in Colombia using more than 100 databases

The institution’s objectives were to learn the truth about what happened during the armed conflict.

Data-driven development needs both social and computer scientists

Excerpt:

Data scientists are programmers who ignore probability but like pretty graphs, said Patrick Ball, a statistician and human rights advocate who cofounded the Human Rights Data Analysis Group.

“Data is broken,” Ball said. “Anyone who thinks they’re going to use big data to solve a problem is already on the path to fantasy land.”

Timor-Leste 2006 – Combining Found Data and Innovative Surveys To Uncover the Truth

Large-scale human rights violations in Timor-Leste began in 1975 when the Indonesian government invaded the small island and continued until Timorese independence in 1999. Disappearances, torture, forced displacement and extra-judicial killings took place during the Indonesian occupation compounded by a severe famine. Estimates of deaths ranged from 50,000 to 200,000, but individual sources reflected only a fraction of total fatalities. The Commission for Reception, Truth and Reconciliation in East Timor (CAVR) asked HRDAG to investigate abuses during the conflict. This chapter describes how Ball and HRDAG scientists Romesh Silva and Scott Weikart ...

How we make sure that nobody is counted twice: A peek into HRDAG's record de-duplication

HRDAG is currently evaluating the quality and completeness of the Kosovo Memory Book of the Humanitarian Law Center (HLC) in Belgrade, Serbia. The objective of the Kosovo Memory Book (KMB) is to commemorate every single person who fell victim to armed conflict in Kosovo from 1998 to 2000, either through death or disappearance. While building and reviewing their database, one of the things that HLC has to do is “record linkage,” a process also known as “matching.” Matching determines whether two records are the same people (“a match”) or different people (“a non-match”). Matching helps to identify whether two existing records refer ...

Happy Ada Lovelace Day!

As an organization that uses science to advocate for human rights, the goals and issues represented by Ada Lovelace Day are very near and dear to our hearts.  Additionally, we are lucky to work with and be advised by some pretty kick-ass ladies in STEM (see our People page to learn more about these amazing women (and men)). I brainstormed a list of women I could write about, as Finding Ada suggests we celebrate today by blogging about a STEM heroine.  I considered Anita Borg (she has her own institute!), who advocated tirelessly for women in computer science.  I thought about Sally Wyatt, keynote speaker and organizer of the fascinating workshop...

Press Release, Chad, January 2010

NEW STUDY DOCUMENTS HISSÈNE HABRÉ’S OVERSIGHT OF POLICE PRISONS WHERE THOUSANDS DIED 10th Anniversary of Indictment of Chad Ex-Dictator January 29, 2010, N’Djamena, Chad and Palo Alto, CA, U.S. - On the 10th anniversary of the first indictment of Hissène Habré in Senegal, the Benetech Human Rights Data Analysis Group (HRDAG) released a new study showing that the former Chadian dictator was well informed of the hundreds of deaths that occurred in prisons operated by his political police. This information could be critical in the long delayed prosecution of Habré who has been accused of killing and systematically torturing thousands of politi...

The task is a quantum of workflow

This post describes how we organize our work over ten years, twenty analysts, dozens of countries, and hundreds of projects: we start with a task. A task is a single chunk of work, a quantum of workflow. Each task is self-contained and self-documenting; I'll talk about these ideas at length below. We try to keep each task as small as possible, which makes it easy to understand what the task is doing, and how to test whether the results are correct. In the example I'll describe here, I'm going to describe work from our Syria database matching project, which includes about 100 tasks. I'll start with the first thing we do with files we receive ...

Casanare, Colombia

Estimates of Killings and Disappearances in Casanare Casanare is a large, rural department or state in Colombia that includes 19 municipalities and a population of almost 300,000 inhabitants. Located in the foothills of the Andes and on the eastern plains, Casanare has a history of violence. Multiple armed groups have operated in Casanare including paramilitaries, guerillas and the Colombian military. Many Casanare citizens have suffered violent deaths and disappearances. But how many people have been killed or disappeared? For reasons of policy, accountability and historical clarification, this question deserves a valid answer. In February ...

The case of Ana Lucrecia Orellana Stormont

When working with documents in an archive, every document offers the opportunity for statistical study and quantitative research. But a document can also offer the discovery of a story. That is the case with the disappearance of Ana Lucrecia Orellana Stormont, who was reported missing on June 6, 1983, at the age of 35. Ana Lucrecia, a professor of psychology at the University of San Carlos, was scheduled to attend a meeting with Edgar Raúl Rivas Rodríguez at the Plaza Hotel in Guatemala’s capital city. Edgar, who also went missing, was a teacher at the School of Political Science at the University. (Ana Lucrecia’s case is explained more fully ...

Timor-Leste Op-Ed

Defending Human Rights Data And The Possibility of Justice In East Timor By Patrick Ball and Romesh Silva On June 5th, armed gangs broke into the offices of the Commission for Reception, Truth and Reconciliation (CAVR) in Dili, East Timor and stole their motorbikes. Many human rights workers wondered whether the mobs would soon return to loot the irreplaceable paper records used by the CAVR to compile a definitive report on human rights abuses during the Indonesian occupation of East Timor from 1975-1999. The release of this report was preempted by the recent violence in Dili. But in the midst of the chaos, Australian military forces stepped in to ...
