We're thinking about how rigorous analysis can fortify debates about components of our criminal justice system such as cash bail, pretrial risk assessment and fairness in general.
With the release today of a civil war-era catalog of “enemies,” Salvadorans are calling for a new look at the 12-year civil war during which hundreds of citizens were victims of human rights violations such as torture, forced disappearance, and illegal imprisonment.
The recently leaked document, known as The Yellow Book, is a list created and (more…)

Multiple Systems Estimation
What is MSE?
What do you mean by statistical inference?
What is an overlap, and how do we know when lists overlap?
How does MSE find the total number of violations?
How was MSE originally developed?
How does the Benetech Human Rights Program use MSE?
1. What is MSE?
A: Multiple Systems Estimation, or MSE, is a family of techniques for statistical inference. MSE uses the overlaps between several incomplete lists of human rights violations to determine the total number of violations.

Over the last year, HRDAG has deepened the national conversation about homicides by police, predictive policing software, and the role that bail plays in the criminal justice system. Our studies describe how the racial bias inherent in police practice becomes data input to predictive policing tools. In another project, we are shining light on the iniquities of bail decisions.

The unit of analysis for each record in this structure is VIOLATION.
Each violation was of a particular type, happened at a particular time and place, and was committed by zero, one, or several organizational perpetrators. The violation was committed against zero or one named (individually identified) victim, and zero or more anonymous (unidentified) additional victims. The violation was reported one or more times in one, two, or three source types.
Note that to count the number of times individuals suffered particular violations, users should sum either the ...
This post describes how we organize our work over ten years, twenty analysts, dozens of countries, and hundreds of projects: we start with a task. A task is a single chunk of work, a quantum of workflow. Each task is self-contained and self-documenting; I'll talk about these ideas at length below. We try to keep each task as small as possible, which makes it easy to understand what the task is doing, and how to test whether the results are correct.
In the example I'll describe here, I'm going to describe work from our Syria database matching project, which includes about 100 tasks. I'll start with the first thing we do with files we receive ...

Sexual Violence in Colombia
Researchers Find that Data About Sexual Violence is Difficult To Collect and Subject to Misinterpretation

Written by Francoise Roth, Tamy Guberek and Amelia Hoover Green, Using Quantitative Data to Assess Conflict-Related Sexual Violence in Colombia: Challenges and Opportunities notes that sexual violations ...
Who We Are
The Human Rights Data Analysis Group is a non-profit, non-partisan organization that applies rigorous science to the analysis of human rights violations around the world. We are a team with expertise in mathematical statistics, computer science, demography, and social science. We are non-partisan—we do not take sides in political or military conflicts, nor do we advocate any particular political party or government policy. However, we are not neutral: we are always in favor of human rights. We support the protections established in the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, and ...
One of the three main goals of HRDAG is education and outreach, and to that end we use Creative Commons licenses for all of our blogposts and, whenever possible, for our publications. Using a Creative Commons license makes it clear that educators are free to use HRDAG's publications, in their entirety, and with the peace of mind that they are doing so with our blessing.
Also, the use of the Creative Commons license allows us to participate in and encourage the creation of a digital commons, which we feel helps to advance another one of our goals, the creation of knowledge. We feel that it’s important to offer up our publications for use and reuse ...
A key point is that human rights data collection prior to the TRC largely ignored violence by the Shining Path.
