Sierra Leone
Following a brutal 11-year civil war, the Parliament of Sierra Leone called for a Truth and Reconciliation Commission (TRC) to create "an impartial, historical record of the conflict", and "address impunity; respond to the needs of victims; promote healing and reconciliation; and prevent a repetition of the violations and abuses suffered." Next week, on June 11, Oxford University Press officially puts Counting Civilian Casualties: An Introduction to Recording and Estimating Nonmilitary Deaths in Conflict on the market. This textbook, edited by Taylor B. Seybolt, Jay D. Aronson, and Baruch Fischhoff, responds to the increasing concern for civilians in conflict and aims to promote scientific dialogue by highlighting the strengths and weaknesses of the most commonly used casualty recording and estimation techniques.

The past year of research by the Benetech Human Rights Data Analysis Group (HRDAG) has supported criminal prosecutions and uncovered the truth about political violence in Guatemala, Iran, Colombia, Chad and Liberia. On today’s celebration of the 62nd anniversary of the Universal Declaration of Human Rights, HRDAG invites the international community to engage scientifically defensible methodologies that illuminate all human rights violations – including those that cannot be directly observed. 2011 will mark the 20th year that HRDAG researchers have analyzed the patterns and magnitude of human rights violations in political conflicts to determine how many of the killed and disappeared have never been accounted for – and who is most responsible.

A controlled vocabulary provides the ability to transform information that has been collected on violations, victims, and perpetrators into a countable set of data categories. It is important that this process be done without discarding relevant information and without misrepresenting the collected information.

We’ve worked with Julie for many years, getting to know her when she was Director of Programmes at The Sigrid Rausing Trust. She is now the Director of London-based Ariadne, a network of European funders and philanthropists. New report published on 500 Tamils missing while in Army custody
The International Truth and Justice Project and HRDAG have published a report on 500 Tamils who disappeared while in Army custody in Sri Lanka in 2009.
The report is titled “How many people disappeared on 17-19 May 2009 in Sri Lanka?” and Patrick Ball, director of research at HRDAG, is the lead author.
