HRDAG assisted the Sierra Leone Truth and Reconciliation Commission in building a systematic data coding system, electronic database, and secure data analysis process to manage the thousands of statements given to them in the course of their work. We were surprised and disappointed to learn that our colleague Claudia Paz y Paz has had her term as Guatemala’s attorney general cut short. The nation’s Constitutional Court ruled on 6 February that her four-year term will end this May, instead of in December. (She was appointed in December 2010, replacing an attorney general who was appointed in May 2010.) Amnesty International Reports Organized Murder Of Detainees In Syrian Prison

100x100nprReports of torture and disappearances in Syria are not new. But the Amnesty International report says the magnitude and severity of abuse has “increased drastically” since 2011. Citing the Human Rights Data Analysis Group, the report says “at least 17,723 people were killed in government custody between March 2011 and December 2015, an average of 300 deaths each month.”

I've been working with various projects in Guatemala to document mass violence since 1993, so in 2011, when Claudia Paz y Paz asked me to revisit the analysis I did for the Commission for Historical Clarification examining the differential mortality rates due to homicide for indigenous and non-indigenous people in the Ixil region, I was delighted. We have far better data processing and statistical methods than we had in 1998, plus much more data. I think the resulting analysis is a conservative lower bound on total homicides of indigenous people. (more…)

The coding, from my perspective, is the heart of the project. I say this, because the coding team has the responsibility of selecting documents according to the random sample, recording the documents’ contents, and applying the criteria to convert that content into an entry in a quantitative database. Not to mention the fact that this team has the privilege of being in direct contact with the documents. At present, because of advanced organizational processes, not everyone has a chance to hold an original document in their hands.
