In 2009, as Indians debated institutional reform of their security forces in the wake of the previous year's Mumbai attacks, HRDAG issued a groundbreaking report about the human cost of suspending the rule of law during a violent counterinsurgency campaign in the Indian state of Punjab. Why raw data doesn't support analysis of violence
This morning I got a query from a journalist asking for our data from the report we published yesterday. The journalist was hoping to create an interactive infographic to track the number of deaths in the Syrian conflict over time. Our data would not support an analysis like the one proposed, so I wrote this reply.
We can't send you these data because they would be misleading—seriously misleading—for the purpose you describe. Here's why:

Rapid response to: Civilian deaths from weapons used in the Syrian conflict
On November 4, 2015, the BMJ published our "Rapid Response" to Civilian deaths from weapons used in the Syrian conflict (BMJ 2015;351:h4736). Evaluation of the Kosovo Memory Book
At the end of 2014 we completed the evaluation of the Kosovo Memory Book database and are pleased to conclude that the database has succeeded in documenting all or nearly all the human losses during conflicts in Kosovo during the period from 1998 to 2000.
With a motto of "Let people remember people," the goal of the Kosovo Memory Book (KMB) is to document all people who were killed or disappeared in connection with the war in Kosovo. The project aimed to document all human losses during armed conflict in the territory of the Former Yugoslav Republic (FYR) between 1998 and 2000.

Using Math and Science to Count Killings in Syria

Bangladesh
In December 2006, Human Rights Watch (HRW) issued a report documenting torture and unlawful killings committed by Bangladesh's Rapid Action Battalion (RAB), an elite anti-crime and anti-terrorism force. According to HRW, many of the deaths for which RAB is responsible resulted from summary executions or extreme physical abuse. The statistical analysis presented in the report, "Judge, Jury, and Death: Torture and Executions by Bangladesh's Elite Security Force," was conducted by Romesh Silva, a statistician who worked within the Benetech Human Rights Program at the time, and who now works with HRDAG.
