Razan Zatouneh is an esteemed colleague of ours, and we are one of 57 organizations demanding immediate release for her and the three other human rights defenders still missing.
A year on, no information on Douma Four
The prominent Syrian human rights defenders Razan Zaitouneh, Samira Khalil, Wa’el Hamada and Nazem Hamadi – the Douma Four—remain missing a year after their abduction, 57 organizations said today. The four were abducted in Duma, a city near Damascus under the control of armed opposition groups. They should be released immediately, the groups said.
On 9 December 2013, at about 10:40 pm, a group of armed men stormed into the ...
As noted on our Core Concepts page, we spend a lot of time worrying about the ways data are used to make claims about human rights violations. This is because inaccurate statistics can damage the credibility of human rights claims. Analyses of records of human rights violations are used to guide policy decisions, determine resource allocation for interventions, and inform transitional justice mechanisms. It is vital that such analyses are accurate.
Unfortunately, all too often these decisions are based, inappropriately, on analyses of a single convenience sample. (more…)

Algorithmic tools like PredPol were supposed to reduce bias. But HRDAG has found that racial bias is baked into the data used to train the tools.
It’s inevitable that databases will have information gaps, and special care must be taken to account for these gaps.
If you'd like to support HRDAG in this project, please consider making a donation via Our Donate page.
Over the last year, HRDAG has deepened the national conversation about homicides by police, predictive policing software, and the role that bail plays in the criminal justice system. Our studies describe how the racial bias inherent in police practice becomes data input to predictive policing tools. In another project, we are shining light on the iniquities of bail decisions.

The data on killings in Kosovo are in four files. All of the files are comma-delimited ASCII. The fields in each file are described below.
If you use these data on Kosovo killings, please cite them with the following citation, as well as this note:
“These are convenience sample data, and as such they are not a statistically representative sample of events in this conflict. These data do not support conclusions about patterns, trends, or other substantive comparisons (such as over time, space, ethnicity, age, etc.).”

During the violence in Timor-Leste in June 2006, armed gangs broke into the offices of the Commission for Reception, Truth and Reconciliation (CAVR) in Dili and stole their motorbikes.
The Human Rights Data Analysis Group, then at Benetech®, and other human rights observers wondered whether the mobs would soon return to loot the irreplaceable paper records used by the CAVR to compile their definitive report entitled "Chega!"
The Benetech Initiative contributed to the CAVR findings and released a separate statistical report (PDF) establishing that at least 102,800 (+/- 11,000) Timorese died as a result of human rights violations in Timor-Leste ...

For years I have been engaged in a quantitative study at Guatemala’s Historic Archive of the National Police, or AHPN. (See the blogposts below.) In this study coders collect data on sheets of paper according to criteria established and explained in manuals. But when collecting data, there’s always room for human error—this is why the validity of the study hinges on verifying that coders use the correct criteria.
It is important to mention that the mainstay of coding is the use of a controlled vocabulary. A controlled vocabulary gives analysts a framework, or frame of reference, when converting qualitative information into categories ...

From 2010 to 2012, a series of reports by HRDAG researchers applied new statistical methodologies to investigate deaths and missing people in Colombia. A 2010 report released by HRDAG scientists Tamy Guberek, Daniel Guzmán, Megan Price, Kristian Lum, and Patrick Ball documented patterns of violence in the Colombian state of Casanare. HRDAG researchers used MSE to analyze killings and disappearances recorded in 15 datasets provided by judicial, government, security, forensic and civil society organizations. Matching cases that appeared in more than one dataset, HRDAG statisticians modeled the process by which violations were recorded and estimated the ...
HRDAG is helping the Invisible Institute turn their windfall of raw data about police misconduct into data that can be analyzed.
En ese artículo respondemos a una crítica del estudio de mortalidad que realizamos para la Comisión de la Verdad y Reconciliación en 2003.
Paula Amado and María Juliana Durán Fedullo reflect on how the Truth Commission may change Colombia’s history, finally officially acknowledging the 50-year conflict and its casualties, and reckoning with who did what to whom.
