Earlier this month, HRDAG and the Historic Archive of the National Police (AHPN) of Guatemala launched a book that represents a long-time collaboration between the two organizations. The book, “Una mirada al AHPN a partir de un studio de cuantitativo,” is, as the title states, a look at the Archive’s datasets via a quantitative study. How Structuring Data Unburies Critical Louisiana Police Misconduct Data

In Orleans Parish, Louisiana, home of New Orleans, 78 percent of wrongful convictions have been linked to a police officer’s failure to share exculpatory evidence with the defense. This is a rate more than double the national average.But while these actions, or any misconduct, by law enforcement personnel may be recorded officially, the data may be difficult to use or find. Guatemalan National Police Archive Project

The Historic Archive of the Guatemalan National Police (hereafter the Archive) was discovered, quite by accident, in July 2005.  Researchers immediately recognized both the importance and the fragility of the Archive's contents.  As a result, in early 2006 the Archive team invited Patrick to evaluate the documents and help them answer a seemingly simple question: How can we learn about the contents of the Archive in a shorter period of time than is needed to systematically examine each individual document? Lancet Study Estimates Gaza Death Toll 40% Higher Than Recorded

“Patrick Ball, a statistician at the US-based Human Rights Data Analysis Group not involved in the research, has used capture-recapture methods to estimate death tolls for conflicts in Guatemala, Kosovo, Peru and Colombia.

Ball told AFP the well-tested technique has been used for centuries and that the researchers had reached “a good estimate” for Gaza.”

Why It Took So Long To Update the U.N.-Sponsored Syria Death Count

In this story, Carl Bialik of FiveThirtyEight interviews HRDAG executive director Patrick Ball about the process of de-duplication, integration of databases, and machine-learning in the recent enumeration of reported casualties in Syria.
New reports of old deaths come in all the time, Ball said, making it tough to maintain a database. The duplicate-removal process means “it’s a lot like redoing the whole project each time,” he said.

Our work has been used by truth commissions, international criminal tribunals, and non-governmental human rights organizations. We have worked with partners on projects on five continents.
