Multiple systems estimation, or MSE, is a family of techniques for statistical inference. MSE uses the overlaps between several incomplete lists of human rights violations to determine the total number of violations. We were surprised and disappointed to learn that our colleague Claudia Paz y Paz has had her term as Guatemala’s attorney general cut short. The nation’s Constitutional Court ruled on 6 February that her four-year term will end this May, instead of in December. (She was appointed in December 2010, replacing an attorney general who was appointed in May 2010.)

Carl Bialik of 538 Politics reports on a new HRDAG study authored by Kristian Lum and Patrick Ball regarding the Bureau of Justice Statistics report about the number of annual police killings, which was issued a few weeks ago. As Bialik writes, the HRDAG scientists extrapolated from their work in five other countries (Colombia, Guatemala, Kosovo, Sierra Leone and Syria) to estimate that the BJS study missed approximately one quarter of the total number of killings by police.

Under apartheid, South Africans from all sides suffered violence and human rights abuses. One of the mandates of the the South African Truth and Reconciliation Commission (TRC) was to report truth by reporting on violations and victims.
Dr. Patrick Ball, as Deputy Director of the Science and Human Rights Program (SHRP) of the American Association for the Advancement of Science (AAAS), used the who-did-what-to-whom data model to provide statistical analysis of the violations reported to the Commission, for use in the final report of the TRC.

HRDAG assisted the Sierra Leone Truth and Reconciliation Commission in building a systematic data coding system, electronic database, and secure data analysis process to manage the thousands of statements given to them in the course of their work. HRDAG executive director Patrick Ball and HRDAG field consultant Richard Conibere worked at the TRC full-time for approximately eighteen months starting in March 2003.

On Wednesday, April 9, the file hosting service Dropbox announced the addition of Condoleezza Rice, former U.S. National Security Advisor and Secretary of State, to their Board of Directors, citing the need for “a leader who could help us expand our global footprint.”

As selection bias is increasing, it becomes harder to see it: we have the "appearance of perfect knowledge, when in fact the shape of that knowledge has not changed that much," says Patrick. Nick Cumming-Bruce of the New York Times writes about the UN Office of the High Commissioner of Human Right's release of HRDAG's third report on reported killings in the Syrian conflict.

In its third report on Syria commissioned by the United Nations, the Human Rights Data Analysis Group identified 191,369 deaths from the start of the conflict in March 2011 to April 2014, more than double the 92,901 deaths cited in their last report, which covered the first two years of the conflict.
