We’re very happy to announce that our executive director, Patrick Ball, has been elected as a Fellow of the American Statistical Association (ASA), as announced by ASA President Nathaniel Schenker. Patrick is one of 63 new ASA Fellows to be honored this year in a ceremony at the Joint Statistical Meetings, which will take place this August 5 in Boston, Massachusetts. (more…)
We’ve known for years that Beka Steorts is on the cutting-edge of statistical science, and now The MIT Technology Review has realized the same. Last week she was named one of 35 Innovators Under 35, in the category of humanitarian.
We first became familiar with Beka's work in 2013 when she was a visiting professor at Carnegie Mellon and was introduced to us by Prof. Steve Fienberg. Since then, we’ve felt very fortunate to collaborate with her on projects such as the UN enumeration of casualties in the Syrian conflict, and we look forward to many more years of work with her. Patrick Ball expanded his use of multiple systems estimation (MSE) to clarify the history of a deadly conflict in Kosovo. The violence began in 1989 when Serbian President Slobodan Milošević revoked Kosovo's autonomous status within the Republic of Serbia triggering fighting between Kosovar Albanians and the Yugoslav government. Allegations of widespread and systematic human rights violations were made against Serbian forces and NATO intervened to repel Serb forces from Kosovo. In early 2006 I joined the Historical Archive of the National Police (Archivo Histórico de la Policía Nacional, or AHPN) without knowing the impact it would have on my future. I started with cleaning, organizing and classifying documents—and learning, with other colleagues, what a historical archive is and how it works.
By April of that year, parallel to these learning processes, I was selected along with 20 other people to begin work on the challenging Quantitative Research project. I started as a "coder," transferring key content from documents into a database. (more…)

We're thinking about how rigorous analysis can fortify debates about components of our criminal justice system such as cash bail, pretrial risk assessment and fairness in general.
In December 2006, Human Rights Watch (HRW) issued a report documenting torture and unlawful killings committed by Bangladesh's Rapid Action Battalion (RAB), an elite anti-crime and anti-terrorism force. According to HRW, many of the deaths for which RAB is responsible resulted from summary executions or extreme physical abuse. The statistical analysis presented in the report, "Judge, Jury, and Death: Torture and Executions by Bangladesh's Elite Security Force," was conducted by Romesh Silva, a statistician who worked within the Benetech Human Rights Program at the time, and who now works with HRDAG.

The Sri Lankan army must explain to the families of the disappeared and missing what happened to an estimated 500 Tamils who disappeared in their custody at the war end on/around 18 May 2009, said two international NGOs who have been collating and analysing lists of names.
Sri Lanka has one of the largest numbers in the world of enforced disappearances but these 500 represent the largest number of disappearances all in one place and time in the country. At HRDAG, we worry about what we don't know. Specifically, we worry about how we can use statistical techniques to estimate homicides that are not observed by human rights groups. Based on what we've seen studying many conflicts over the last 25 years, what we don't know is often quite different from what we do know.
The technique we use most often to estimate what we don't know is called "multiple systems estimation." In this medium-technical post, I explain how to organize data and use three R packages to estimate unobserved events.

HRDAG built a machine-learning tool to strip the raw data of any potentially identifying information such as names and court case numbers. There was no "acceptable error rate."
