Palo Alto, CA, February 9, 2006 – The Benetech® Initiative today released a statistical report detailing widespread and systematic violations in Timor-Leste during the period 1974-1999. Benetech's statistical analysis establishes that at least 102,800 (+/- 11,000) Timorese died as a result of the conflict. Approximately 18,600 (+/- 1000) Timorese were killed or disappeared, while the remainder died due to hunger and illness in excess of what would be expected due to peacetime mortality.

Liberian Truth and Reconciliation Commission Data
In July 2009, The Human Rights Data Analysis Group concluded a three-year project with the Liberian Truth and Reconciliation Commission to help clarify Liberia’s violent history and hold perpetrators of human rights abuses accountable for their actions. In the course of this work, HRDAG analyzed more than 17,000 victim and witness statements collected by the Liberian Truth and Reconciliation Commission and compiled the data into a report entitled “Descriptive Statistics From Statements to the Liberian Truth and Reconciliation Commission.”

Megan Price Elected Board Member of Tor Project
Today The Tor Project announced that it has elected a new Board of Directors, and among them is HRDAG executive director Megan Price. The Tor Project is a nonprofit advocacy group that promotes online privacy and provides software that helps users opt out of online tracking.
Megan and Patrick have long maintained that encryption and privacy are essential for enabling human rights work. Patrick's ideas are described in Monday's FedScoop story about encryption, human rights, and the U.S. State Department.

Kosovo 1999 – Using MSE to Examine Political Claims
Patrick Ball expanded his use of multiple systems estimation (MSE) to clarify the history of a deadly conflict in Kosovo. The violence began in 1989 when Serbian President Slobodan Milošević revoked Kosovo's autonomous status within the Republic of Serbia triggering fighting between Kosovar Albanians and the Yugoslav government. Allegations of widespread and systematic human rights violations were made against Serbian forces and NATO intervened to repel Serb forces from Kosovo. Datasets available for research
Over the last few years, we've tried to make the data organized in our projects publicly accessible. We have encouraged our partners to publish the data at the completion of the project. We continue to believe it is important to offer access to the data used in our projects for the sake of transparency as well as to encourage further research and analysis. However, we are increasingly concerned about how raw data are used. Data collected by what we can observe is what statisticians call a convenience sample, which is subject to selection bias.

Sierra Leone
Following a brutal 11-year civil war, the Parliament of Sierra Leone called for a Truth and Reconciliation Commission (TRC) to create "an impartial, historical record of the conflict", and "address impunity; respond to the needs of victims; promote healing and reconciliation; and prevent a repetition of the violations and abuses suffered." In December 2006, Human Rights Watch (HRW) issued a report documenting torture and unlawful killings committed by Bangladesh's Rapid Action Battalion (RAB), an elite anti-crime and anti-terrorism force. According to HRW, many of the deaths for which RAB is responsible resulted from summary executions or extreme physical abuse. The statistical analysis presented in the report, "Judge, Jury, and Death: Torture and Executions by Bangladesh's Elite Security Force," was conducted by Romesh Silva, a statistician who worked within the Benetech Human Rights Program at the time, and who now works with HRDAG.
