Convenience Samples: What they are, and what they should (and should not) be used for
As noted on our Core Concepts page, we spend a lot of time worrying about the ways data are used to make claims about human rights violations. This is because inaccurate statistics can damage the credibility of human rights claims. Analyses of records of human rights violations are used to guide policy decisions, determine resource allocation for interventions, and inform transitional justice mechanisms. It is vital that such analyses are accurate.
Unfortunately, all too often these decisions are based, inappropriately, on analyses of a single convenience sample. (more…)

IRR: Agreement Among Coders is Key
For years I have been engaged in a quantitative study at Guatemala’s Historic Archive of the National Police, or AHPN. (See the blogposts below.) In this study coders collect data on sheets of paper according to criteria established and explained in manuals. Each violation was of a particular type, happened at a particular time and place, and was committed by zero, one, or several organizational perpetrators. How many police homicides in the US? A reconsideration

In early March, the Bureau of Justice Statistics published a report that estimated that in the period 2003-2009 and 2011, there were approximately 7427 homicides committed by police in the US. We responded that the method the analysts used, capture-recapture with two databases, is vulnerable to underestimation if the databases exhibit positive dependence. Almost a quarter century ago, on November 16, 1989, six Jesuit scholars, their housekeeper and her 15-year-old daughter were massacred inside the University of Central America (UCA) in San Salvador, El Salvador. HRDAG Testifies in Hissène Habré Trial
Last week HRDAG’s executive director, Patrick Ball, served as an expert witness for the prosecution in the trial of Hissène Habré, the ruler of Chad from 1982 to 1990. The trial is taking place in Dakar, Senegal, where the 73-year-old Habré has been living since 1990 when he fled Chad. He has already been sentenced to death in absentia in Chad.
Habré is being charged with war crimes, crimes against humanity, and torture that took place during his eight-year reign. The trial is happening at the Extraordinary African Chambers, which was inaugurated by Senegal and the African Union to try Habré. This is the first time that one country has ...
