This post describes how we organize our work over ten years, twenty analysts, dozens of countries, and hundreds of projects: we start with a task. A task is a single chunk of work, a quantum of workflow. Each task is self-contained and self-documenting; I'll talk about these ideas at length below. We try to keep each task as small as possible, which makes it easy to understand what the task is doing, and how to test whether the results are correct.

Today the United Nations Office of the High Commissioner for Human Rights (OHCHR) released a report prepared by me and my colleagues describing the current state of reported killings in the Syrian Arab Republic from the beginning of the conflict in March 2011 through April 2013. Some of the earliest large-scale human rights information projects happened in El Salvador. One was developed by Patrick Ball at the Salvadoran non-governmental Human Rights Commission, also known as Comision de Derechos Humanos de El Salvador (CDHES-ng). HRDAG is identifying and interpreting the best science we can find to shed light on the global crisis brought on by the novel coronavirus, about which we still know so little. Right now, most of the data on the virus SARS-CoV-2 and Covid-19, the condition caused by the virus, are incomplete and unrepresentative, which means that there is a great deal of uncertainty. But making sense of imperfect datasets is what we do. Nick Cumming-Bruce of the New York Times writes about the UN Office of the High Commissioner of Human Right’s release of HRDAG’s third report on reported killings in the Syrian conflict.

In its third report on Syria commissioned by the United Nations, the Human Rights Data Analysis Group identified 191,369 deaths from the start of the conflict in March 2011 to April 2014, more than double the 92,901 deaths cited in their last report, which covered the first two years of the conflict.
“Tragically, it is probably an underestimate of the real total number of people killed during the first three years of this murderous conflict,” Ms. Pillay said in a statement that accompanied the report, which observed that many killings in Syria were undocumented.

On Wednesday, February 4, in Pristina, international experts praised the Humanitarian Law Centre’s database on victims of the Kosovo conflict, the Kosovo Memory Book. HRDAG executive director Patrick Ball is quoted in the article that appeared in Balkan Transitional Justice.
The tension started in the witness room. “You could feel the stress rolling off the walls in there,” Patrick Ball remembers. “I can remember realizing that this is why lawyers wear sport coats – you can’t see all the sweat on their arms and back.” He was, you could say, a little nervous to be cross-examined by Slobodan Milosevic.
International human rights work attracts activists and lawyers, diplomats and retired politicians. One of the most admired figures in the field, however, is a ponytailed statistics guru from Silicon Valley named Patrick Ball, who has spent nearly two decades fashioning a career for himself at the intersection of mathematics and murder. You could call him a forensic humanitarian.
It took me a while to realize I had become part of the HRDAG incubator—at least that’s what it felt like to me—for young data analysts who wanted to use statistical knowledge to make a real impact on human rights debates.
