HRDAG has been working with the Historic Archive of the National Police in Guatemala (hereafter, the Archive) for the past seven years. The Archive contains a treasure trove of data recorded and kept by the Guatemalan National Police over the past century. When the Archive was first discovered in 2005, researchers there immediately recognized both the value and fragility of the tens of millions of documents. Data coding and inter-rater reliability (IRR)
Data coding is the process of converting unstructured information, such as a narrative testimony, into discrete facts such as names and roles of actors (victims, witnesses, perpetrators) in crimes, as well as the date and place of act. Data coding must not discard or distort information. When more than one person is identifying, classifying and counting the elements reported in a qualitative source, the results of what they find may differ slightly based on each individual's interpretation and care in doing the coding. Social Science Scholars Award for HRDAG Book
In March 2013, I entered a contest called the California Series in Public Anthropology International Competition, which solicits book proposals from social science scholars who write about how social scientists create meaningful change. The winners of the Series are awarded a publishing contract with the University of California Press for a book targeted to undergraduates. HRDAG Drops Dropbox
On Wednesday, April 9, the file hosting service Dropbox announced the addition of Condoleezza Rice, former U.S. National Security Advisor and Secretary of State, to their Board of Directors, citing the need for “a leader who could help us expand our global footprint.”
In response to this announcement, HRDAG requested (and rapidly received) a refund for our recent purchase of Dropbox for Business, and will drop the use of their service entirely.

Sierra Leone TRC Data and Statistical Appendix
HRDAG assisted the Sierra Leone Truth and Reconciliation Commission in building a systematic data coding system, electronic database, and secure data analysis process to manage the thousands of statements given to them in the course of their work. Ouster of Guatemala’s Attorney General
We were surprised and disappointed to learn that our colleague Claudia Paz y Paz has had her term as Guatemala’s attorney general cut short. The nation’s Constitutional Court ruled on 6 February that her four-year term will end this May, instead of in December. (She was appointed in December 2010, replacing an attorney general who was appointed in May 2010.)
During her term, she put four generals from Guatemala’s civil war on the stand for charges of crimes against humanity and genocide, including General José Efraín Ríos Montt, who ruled from 1982 to 1983. We were fortunate to work with her on that trial and to witness the handing down of a ...
