Guatemala’s Bol de la Cruz Found Guilty
Today Guatemala’s former national police chief Colonel Héctor Rafael Bol de la Cruz was convicted and sentenced to 40 years in prison for his role in the 1984 kidnapping and disappearance of 27-year-old student union leader Fernando Garcia, who was last seen when officers detained him outside his home. Along with Bol de la Cruz, former senior police officer Jorge Gomez was also tried; he received a sentence of 40 years in prison. We are saddened by the passing of Steve Fienberg yesterday in Pittsburgh, at the age of 74. He is perhaps best known around the world for bringing statistics to science and public policy and was a beloved professor at Carnegie Mellon University. At HRDAG we are in awe of and grateful for the work Steve did formalizing multiple systems estimation. His work on that front blazed a trail and essentially enabled all of our most important analytical work at the intersection of human rights and statistical science.

Historic verdict in Guatemala—Gen.Efraín Ríos Montt found guilty
I've been working with various projects in Guatemala to document mass violence since 1993, so in 2011, when Claudia Paz y Paz asked me to revisit the analysis I did for the Commission for Historical Clarification examining the differential mortality rates due to homicide for indigenous and non-indigenous people in the Ixil region, I was delighted. We have far better data processing and statistical methods than we had in 1998, plus much more data. I think the resulting analysis is a conservative lower bound on total homicides of indigenous people. (more…)
How many police homicides in the US? A reconsideration

In early March, the Bureau of Justice Statistics published a report that estimated that in the period 2003-2009 and 2011, there were approximately 7427 homicides committed by police in the US. We responded that the method the analysts used, capture-recapture with two databases, is vulnerable to underestimation if the databases exhibit positive dependence. The first time I met anyone at HRDAG, I was a journalist. It was 2006. I was working on a story about a graduate student at Carnegie Mellon who’d collaborated with the organization on a survey in Sierra Leone, and I contacted Patrick Ball to discuss the work. At the time, I found him challenging.

Karl E. Peace Award Recognizes Work of Patrick Ball
The American Statistical Association’s 2018 Karl E. Peace Award for Outstanding Statistical Contributions for the Betterment of Society recently recognized the work of leading human rights mathematician Patrick Ball of the Human Rights Data Analysis Group (HRDAG). The award is presented annually to statisticians whose exemplary statistical research is matched by the impact their work has had on the lives of people.
Established by the family of Karl E. Peace in honor of his work for the good of society, the award—announced at the Joint Statistical Meetings—is bestowed upon distinguished individual(s) who have made substantial contributions to the statistical profession, contributions that have led in direct ways to improving the human condition. Recipients will have demonstrated through their accomplishments their commitment to service for the greater good.”
