Karl E. Peace Award Recognizes Work of Patrick Ball

The American Statistical Association’s 2018 Karl E. Peace Award for Outstanding Statistical Contributions for the Betterment of Society recently recognized the work of leading human rights mathematician Patrick Ball of the Human Rights Data Analysis Group (HRDAG). The award is presented annually to statisticians whose exemplary statistical research is matched by the impact their work has had on the lives of people.

Established by the family of Karl E. Peace in honor of his work for the good of society, the award—announced at the Joint Statistical Meetings—is bestowed upon distinguished individual(s) who have made substantial contributions to the statistical profession, contributions that have led in direct ways to improving the human condition. Recipients will have demonstrated through their accomplishments their commitment to service for the greater good.”

This year, Ball became the 10th recipient of the award. Read more …

Ten Years and Counting in Guatemala

We have accomplished so much in the last 10 years at the Historical Archive of the National Police. And yet, despite the efforts, dedication, and commitment of each person who since 2006 has worked in the AHPN, we still can not say “mission accomplished.” In 10 years the environment at the Archive has changed so much and become so full of life. Where the building once sheltered unknown stories, over time some of those stories have been revealed. But Guatemala has a long way to go in letting the world get to know more deeply about the secrets within the documents stored there. Guatemalans and the rest of the world have a very important ...

Police Accountability in Chicago: from Data Dump to Usable Data

HRDAG is helping the Invisible Institute turn their windfall of raw data about police misconduct into data that can be analyzed.

Data on Kosovo – Other

The other data is in three files. All of the files are comma-delimited UTF-8 (like ASCII but including the characters to render Serbian names). The fields in each file are described below. If you use these data, please cite them with the following citation, as well as this note: “These are convenience sample data, and as such they are not a statistically representative sample of events in this conflict.  These data do not support conclusions about patterns, trends, or other substantive comparisons (such as over time, space, ethnicity, age, etc.).” Human Rights Data Analysis Group. How to Become a Data Scientist: My Lessons at HRDAG

I will use the skills and culture I learned from HRDAG’s team to understand how the conflict has affected the people in my country.

Locating Hidden Graves in Mexico

For more than 10 years, and with regularity, Mexican authorities have been discovering mass graves, known as fosas clandestinas, in which hundreds of bodies and piles of bones have been found. The casualties are attributed broadly to the country’s “drug war,” although the motivations and perpetrators behind the mass murders are often unknown. Recently, HRDAG collaborated with two partners in Mexico—Data Cívica and Programa de Derechos Humanos of the Universidad Iberoamericana—to model the probability of identifying a hidden grave in each county (municipio). The model uses an set of independent variables and data about graves from 2013 ...

Sierra Leone

Following a brutal 11-year civil war, the Parliament of Sierra Leone called for a Truth and Reconciliation Commission (TRC) to create "an impartial, historical record of the conflict", and "address impunity; respond to the needs of victims; promote healing and reconciliation; and prevent a repetition of the violations and abuses suffered." The full text of the TRC report is available on the Sierra Leone Web. HRDAG assisted the TRC to build a systematic data coding system, electronic database, and secure data analysis process to manage the thousands of statements given to them in the course of their work. Dr. Ball visited Freetown twice, and HRDAG ...

Bangladesh

In December 2006, Human Rights Watch (HRW) issued a report documenting torture and unlawful killings committed by Bangladesh's Rapid Action Battalion (RAB), an elite anti-crime and anti-terrorism force. According to HRW, many of the deaths for which RAB is responsible resulted from summary executions or extreme physical abuse. The statistical analysis presented in the report, "Judge, Jury, and Death: Torture and Executions by Bangladesh's Elite Security Force," was conducted by Romesh Silva, a statistician who worked within the Benetech Human Rights Program at the time, and who now works with HRDAG. While researching these incidents, HRW compiled ...

Welcome!

As of today, the Human Rights Data Analysis Group (HRDAG) is an independent* non-profit! It's been a long time coming, and we're delighted to have gotten to this point. HRDAG is a non-profit, non-partisan organization that applies rigorous science to the analysis of human rights violations around the world; for more information, see our About Us page. Benetech has spun out the scientific and statistical part of the Human Rights Program to HRDAG. The spinout includes (as staff) me -- Patrick Ball -- and Dr Megan Price, as well as our many part-time scientific and field consultants (a list is here). The software and technology component of our work -- ...

An Award for Anita Gohdes

On November 26, HRDAG colleague Anita Gohdes was awarded the German Dissertation Prize for the Social Sciences. The patron of the prize is the President of the German Parliament, Norbert Lammert, who presented Anita with the award. Anita’s dissertation, “Repression 2.0: The Internet in the War Arsenal of Modern Dictators,” investigates the role played by social media networks in modern dictatorships, such as President Assad’s regime in Syria. On one hand, Anita argues, social media can help opposition groups to organize more effectively, but on the other hand, the same networks allow regimes to monitor and manipulate the population. ...

Reflections: HRDAG Was Born in Washington

I began working with HRDAG in the summer of 2001 before it was ever even called HRDAG. In fact, not intended as a boast, I think I’m responsible for coming up with the name. After contracting with Dr. Patrick Ball for a time writing the Analyzer data management platform, I left New York City and joined him in Washington, DC, at AAAS in 2002. Soon after starting, Patrick decided to establish an identity for this new team, consisting mainly of myself, Miguel Cruz and a handful of field relationships. We discussed what to name it briefly in the AAAS Science & Policy break room, which at the time, being in the mind of unclever descriptive naming ...

The Art and Science of Coding AHPN Documents

The coding, from my perspective, is the heart of the project. I say this, because the coding team has the responsibility of selecting documents according to the random sample, recording the documents’ contents, and applying the criteria to convert that content into an entry in a quantitative database. Not to mention the fact that this team has the privilege of being in direct contact with the documents. At present, because of advanced organizational processes, not everyone has a chance to hold an original document in their hands. The quantitative study had many advantages in this regard; since we started work in parallel with the archival ...
