We have accomplished so much in the last 10 years at the Historical Archive of the National Police. And yet, despite the efforts, dedication, and commitment of each person who since 2006 has worked in the AHPN, we still can not say “mission accomplished.”
In 10 years the environment at the Archive has changed so much and become so full of life. Where the building once sheltered unknown stories, over time some of those stories have been revealed. Por ello, Human Rights Data Analysis Group (HRDAG), el Programa de Derechos Humanos de la Universidad Iberoamericana (UIA) y Data Cívica, realizan un análisis estadístico construido a partir de una variable en la que se identifican fosas clandestinas a partir de búsquedas automatizadas en medios locales y nacionales, y usando datos geográficos y sociodemográficos.
“If you’re not careful, you risk automating the exact same biases these programs are supposed to eliminate,” says Kristian Lum, the lead statistician at the San Francisco-based, non-profit Human Rights Data Analysis Group (HRDAG). Last year, Lum and a co-author showed that PredPol, a program for police departments that predicts hotspots where future crime might occur, could potentially get stuck in a feedback loop of over-policing majority black and brown neighbourhoods. The program was “learning” from previous crime reports. For Samuel Sinyangwe, a justice activist and policy researcher, this kind of approach is “especially nefarious” because police can say: “We’re not being biased, we’re just doing what the math tells us.” And the public perception might be that the algorithms are impartial.
Valentina Rozo Ángel has worked with HRDAG and the Colombian Truth Commission to acknowledge victims of the 50-year conflict who are not visible or easily counted.

Today the United Nations Office of the High Commissioner for Human Rights (OHCHR) released an HRDAG-prepared report that describes and tallies documented killings in the Syrian Arab Republic from the beginning of the conflict in March 2011 through April 2014. (The report is here.) This is our third report for the UN on the Syrian conflict, and it is an update of work we published in January 2013 and June 2013.
The report, Updated Statistical Analysis of Documentation of Killings in the Syrian Arab Republic, concludes that approximately 191,000 identifiable victims have been reported in the period covered (March 2011 – April 2014). (more…)
Propelled by the impact of data analysis in El Salvador, Patrick Ball applied his WDWTW model to human rights information in other countries. Throughout the 1990’s, Ball worked at the American Association for the Advancement of Science (AAAS) analyzing large-scale human rights violations in Ethiopia, South Africa, Haiti and Guatemala. Together with senior scientific colleagues, including statistician Dr. Herb Spirer, Ball developed new methods for analyzing state-sanctioned violence. Under apartheid, South Africans from all sides suffered violence and human rights abuses. One of the mandates of the the South African Truth and Reconciliation Commission (TRC) was to report truth by reporting on violations and victims.
Dr. Patrick Ball, as Deputy Director of the Science and Human Rights Program (SHRP) of the American Association for the Advancement of Science (AAAS), used the who-did-what-to-whom data model to provide statistical analysis of the violations reported to the Commission, for use in the final report of the TRC.

“The model uses obvious predictor variables, Ball says, such as whether or not a drug lab has been busted in that county, or if the county borders the United States, or the ocean, but also includes less-obvious predictor variables such as the percentage of the county that is mountainous, the presence of highways, and the academic results of primary and secondary school students in the county.”
When Patrick Ball was introduced to Ibero’s database, the director of research at the Human Rights Data Analysis Group in San Francisco, California, saw an opportunity to turn the data into a predictive model. Ball, who has used similar models to document human rights violations from Syria to Guatemala, soon invited Data Cívica, a Mexico City–based nonprofit that creates tools for analyzing data, to join the project.
How we work with partners is how we relate to the whole human rights community. We work with human rights advocates and defenders to support their goals by complementing their substantive expertise with our technical expertise. To date, partners have included truth commissions, international criminal tribunals, United Nations missions, and non-governmental human rights organizations on five continents.

Over the last few years, we've tried to make the data organized in our projects publicly accessible. We have encouraged our partners to publish the data at the completion of the project. We continue to believe it is important to offer access to the data used in our projects for the sake of transparency as well as to encourage further research and analysis. However, we are increasingly concerned about how raw data are used. Data collected by what we can observe is what statisticians call a convenience sample, which is subject to selection bias.
