Historic verdict in Guatemala—Gen.Efraín Ríos Montt found guilty

I've been working with various projects in Guatemala to document mass violence since 1993, so in 2011, when Claudia Paz y Paz asked me to revisit the analysis I did for the Commission for Historical Clarification examining the differential mortality rates due to homicide for indigenous and non-indigenous people in the Ixil region, I was delighted. We have far better data processing and statistical methods than we had in 1998, plus much more data. I think the resulting analysis is a conservative lower bound on total homicides of indigenous people. (more…)

Making Missing Data Visible in Colombia

HRDAG and our partners Data Cívica and the Iberoamericana University created a machine-learning model to predict which counties (municipios) in Mexico have the highest probability of unreported hidden graves. The predictions help advocates to bring public attention and government resources to search for the disappeared in the places where they are most likely to be found. Guatemalan National Police Archive Project

The Historic Archive of the Guatemalan National Police (hereafter the Archive) was discovered, quite by accident, in July 2005.  Researchers immediately recognized both the importance and the fragility of the Archive's contents.  As a result, in early 2006 the Archive team invited Patrick to evaluate the documents and help them answer a seemingly simple question: How can we learn about the contents of the Archive in a shorter period of time than is needed to systematically examine each individual document? The AHPN: Home of Stories Old and New

Access to the records contained in archives is a concern shared by many. Archives support memory and free access to them strengthens democratic processes. Everyone should be allowed to see first-hand the records contained in an archive and be free to interpret them as needed. Access to archives can increase knowledge on various topics and opens opportunities for different fields of knowledge. (more…)

Judges in Habré Trial Cite HRDAG Analysis

Three months after the announcement of the momentous verdict finding former Chadian president Hissène Habré guilty of crimes against humanity, the presiding judges have released the full, written 681-page judgment of the court. Testimony given by HRDAG’s director of research, Patrick Ball, is mentioned at three points in the verdict. The judges included in their written judgment the HRDAG analysis that the mortality rate in Habré prisons was staggeringly high—much higher than the mortality rate among the population as a whole. Under apartheid, South Africans from all sides suffered violence and human rights abuses. One of the mandates of the the South African Truth and Reconciliation Commission (TRC) was to report truth by reporting on violations and victims.
