HRDAG has been working with the Historic Archive of the National Police in Guatemala (hereafter, the Archive) for the past seven years. The Archive contains a treasure trove of data recorded and kept by the Guatemalan National Police over the past century. When the Archive was first discovered in 2005, researchers there immediately recognized both the value and fragility of the tens of millions of documents. As a result, they reached out to HRDAG, and we reached out to volunteers at Westat to devise a plan to estimate the contents of the entire Archive as quickly as possible in case the documents were destroyed or access to them was limited. ...

Access to the records contained in archives is a concern shared by many. Archives support memory and free access to them strengthens democratic processes. Everyone should be allowed to see first-hand the records contained in an archive and be free to interpret them as needed.
Access to archives can increase knowledge on various topics and opens opportunities for different fields of knowledge. (more…)
Ten years after the war ended in Sri Lanka, we still donât know to the nearest ten thousand how many people perished. The estimates for the death toll for the last five months of the war alone vary between 7000 and 147,000. In 2011, the UN said it thought approximately 40,000 civilians had died; then in 2012 an internal UN report estimated it was at least 70,000. Population data from World Bank and UN sources indicated that more than 100,000 Tamils living in the conflict areas in the north have not returned home after the war.

Guatemala is still plagued by urban crime, but it is peaceful now compared to the decades of bloody civil war that convulsed the small Central American country. ITJP and HRDAG are urging groups inside and outside Sri Lanka to share existing casualty lists.
For years I have been engaged in a quantitative study at Guatemalaâs Historic Archive of the National Police, or AHPN. (See the blogposts below.) In this study coders collect data on sheets of paper according to criteria established and explained in manuals. But when collecting data, thereâs always room for human errorâthis is why the validity of the study hinges on verifying that coders use the correct criteria.
