Data coding is the process of converting unstructured information, such as a narrative testimony, into discrete facts such as names and roles of actors (victims, witnesses, perpetrators) in crimes, as well as the date and place of act. Data coding must not discard or distort information. When more than one person is identifying, classifying and counting the elements reported in a qualitative source, the results of what they find may differ slightly based on each individual's interpretation and care in doing the coding. At the Thoreau Center for Sustainability's “Lunch and Learn,” Patrick Ball spoke about “Data Mining for Good.” The talk included a discussion of how HRDAG uses random sampling, entity resolution, communications metadata, and statistical modeling to assist prosecutions of human rights violators. On February 4, 2015, at the National Archive in Pristina, Kosovo, HRDAG executive director Patrick Ball gave a presentation on research (done with colleague Jule Krüger) about the database of the Kosovo Memory Book (KMB). The KMB is part of the Humanitarian Law Centre in Belgrade and Pristina). In this photo, Patrick is speaking, and HLC-Belgrade executive director emeritus Natasa Kandic and Professor Michael Spagat are at the table with him. At the laptop between Spagat and Patrick is Laza Lazarevic of HLC; he is part of the KMB team.

I've been working with various projects in Guatemala to document mass violence since 1993, so in 2011, when Claudia Paz y Paz asked me to revisit the analysis I did for the Commission for Historical Clarification examining the differential mortality rates due to homicide for indigenous and non-indigenous people in the Ixil region, I was delighted. We have far better data processing and statistical methods than we had in 1998, plus much more data. I think the resulting analysis is a conservative lower bound on total homicides of indigenous people. (more…)
Nick Cumming-Bruce of the New York Times writes about the UN Office of the High Commissioner of Human Right's release of HRDAG's third report on reported killings in the Syrian conflict.

In its third report on Syria commissioned by the United Nations, the Human Rights Data Analysis Group identified 191,369 deaths from the start of the conflict in March 2011 to April 2014, more than double the 92,901 deaths cited in their last report, which covered the first two years of the conflict.
