Data Archaeology for Human Rights in Central America: HRDAG Collaborates with UWCHR

South Africa

Under apartheid, South Africans from all sides suffered violence and human rights abuses. One of the mandates of the the South African Truth and Reconciliation Commission (TRC) was to report truth by reporting on violations and victims. El Salvador

Some of the earliest large-scale human rights information projects happened in El Salvador. One was developed by Patrick Ball at the Salvadoran non-governmental Human Rights Commission, also known as Comision de Derechos Humanos de El Salvador (CDHES-ng). Between 1977 and 1990, more than 9,000 testimonies were taken in an effort to document the nature and scope of the bloody conflict between the army and the Farabundo Marti National Liberation Front (FMLN). A Universal Declaration of a Few Data Rights

Today we celebrate the 65th anniversary of the Universal Declaration of Human Rights, which was adopted by the UN General Assembly on 10 December 1948. At HRDAG, we are non-partisan: we do not favor any party or government in conflicts. But we are not neutral: we are always in favor of human rights. We believe in the power and value of data; as we see it, data distills human actions and existence, all of which have power and value. A geeky deep-dive: database deduplication to identify victims of human rights violations

In our work, we merge many databases to figure out how many people have been killed in violent conflict. Merging is a lot harder than you might think. Many of the database records refer to the same people--the records are duplicated. We want to identify and link all the records that refer to the same victims so that each victim is counted only once, and so that we can use the structure of overlapping records to do multiple systems estimation. Merging records that refer to the same person is called entity resolution, database deduplication, or record linkage. Updated Casualty Count for Syria

Today the United Nations Office of the High Commissioner for Human Rights (OHCHR) released an HRDAG-prepared report that describes and tallies documented killings in the Syrian Arab Republic from the beginning of the conflict in March 2011 through April 2014. (The report is here.) This is our third report for the UN on the Syrian conflict, and it is an update of work we published in January 2013 and June 2013. The report, Updated Statistical Analysis of Documentation of Killings in the Syrian Arab Republic, concludes that approximately 191,000 identifiable victims have been reported in the period covered (March 2011 – April 2014).
