Eric Sears, a director at the MacArthur Foundation who leads the grantmaker’s Technology in the Public Interest program, worked at Human Rights First and Amnesty International before joining MacArthur, and has been following HRDAG’s work for years. … One of HRDAG’s strengths is the long relationships it maintains with partners around the globe. “HRDAG is notable in that it really develops deep relationships and partnerships and trust with organizations and actors in different parts of the world,” Sears said. “I think they’re unique in the sense that they don’t parachute into a situation and do a project and leave. Trips to and from Guatemala
HRDAG has been working with the Historic Archive of the National Police in Guatemala (hereafter, the Archive) for the past seven years. The Archive contains a treasure trove of data recorded and kept by the Guatemalan National Police over the past century. When the Archive was first discovered in 2005, researchers there immediately recognized both the value and fragility of the tens of millions of documents. As a result, they reached out to HRDAG, and we reached out to volunteers at Westat to devise a plan to estimate the contents of the entire Archive as quickly as possible in case the documents were destroyed or access to them was limited. ...

Perú
In 2001, President Alejandro Toledo, called for the establishment of the Comision de la Verdad y Reconciliacion (CVR) (Truth and Reconciliation Commission) to investigate human rights abuses in Perú between 1980 and 2000. Dr. Patrick Ball was invited to work with the Commission to evaluate the CVR technical work and make recommendations on the information management process and analytic strategies. HRDAG consultant Jana Asher worked with Dr. Ball and CVR staff members David Sulmont (Director Informations Systems) and Daniel Manrique (Database Expert) to present evidence of the violations in a report to the CVR.

Convenience Samples: What they are, and what they should (and should not) be used for
As noted on our Core Concepts page, we spend a lot of time worrying about the ways data are used to make claims about human rights violations. This is because inaccurate statistics can damage the credibility of human rights claims. Analyses of records of human rights violations are used to guide policy decisions, determine resource allocation for interventions, and inform transitional justice mechanisms. It is vital that such analyses are accurate.
Unfortunately, all too often these decisions are based, inappropriately, on analyses of a single convenience sample. (more…)

Liberian Truth and Reconciliation Commission Data
In July 2009, The Human Rights Data Analysis Group concluded a three-year project with the Liberian Truth and Reconciliation Commission to help clarify Liberia’s violent history and hold perpetrators of human rights abuses accountable for their actions. In the course of this work, HRDAG analyzed more than 17,000 victim and witness statements collected by the Liberian Truth and Reconciliation Commission and compiled the data into a report entitled “Descriptive Statistics From Statements to the Liberian Truth and Reconciliation Commission.”
