Data-driven development needs both social and computer scientists

Excerpt:

Data scientists are programmers who ignore probability but like pretty graphs, said Patrick Ball, a statistician and human rights advocate who cofounded the Human Rights Data Analysis Group.

“Data is broken,” Ball said. “Anyone who thinks they’re going to use big data to solve a problem is already on the path to fantasy land.”

Without Encryption, My Work Wouldn’t Be Possible

Structural Zero Issue 03 August 24, 2025 Part Three of Our Three-Part “Gathering the Data” Series. Read part one and part two. In computer security, “security” is always relative to something. What are we actually defending against, and how are we doing it? This is our “threat model.” My colleagues and I have been using scientific tools to analyze evidence of human rights abuses, including using statistics to uncover mass graves in Mexico and analyzing under-reported police homicides in the United States. Our work isn’t always popular. It can infuriate those in power who want to cover up incriminating truths about the ...

Humanitarian Statistics

In late 2006, a statistical study of deaths that occurred after the invasion of Iraq ignited a storm of controversy. This Lancet study estimated that more than 650,000 additional Iraqis died during the invasion than would have at pre-invasion death rates, a vastly higher estimate than any previous. But in January, a World Health Organization study placed the number at about 150,000.

How many police homicides in the US? A reconsideration

(This post is co-authored by Patrick Ball and Kristian Lum.) In early March, the Bureau of Justice Statistics published a report that estimated that in the period 2003-2009 and 2011, there were approximately 7427 homicides committed by police in the US. We responded that the method the analysts used, capture-recapture with two databases, is vulnerable to underestimation if the databases exhibit positive dependence. We conduct a thorough sensitivity analysis on the original independence model as applied to the police homicides databases. We used information from several other countries where our partners created multiple databases of homicides. We ...

Colombia

Inside Syria’s prisons, where an estimated 17,723 have died since 2011

100x100-cnnExcerpt from the article: The estimate is based on reports from four organizations investigating deaths in Syria from March 15, 2011, to December, 31, 2015. From those cases, the Human Rights Data Analysis Group identified 12,270 cases with sufficient information to confirm the person was killed in detention. Using a statistical method to estimate how many victims they do not yet know about, the group came up with 17,723 cases.
