Kosovo 1999 – Using MSE to Examine Political Claims

Patrick Ball expanded his use of multiple systems estimation (MSE) to clarify the history of a deadly conflict in Kosovo. The violence began in 1989 when Serbian President Slobodan Milošević revoked Kosovo's autonomous status within the Republic of Serbia triggering fighting between Kosovar Albanians and the Yugoslav government. Allegations of widespread and systematic human rights violations were made against Serbian forces and NATO intervened to repel Serb forces from Kosovo. Ball and Scheuren gathered data from Albanian border crossings and other sources in the region. They used this information to examine the claim by the Yugoslav government ...

Data ‘hashing’ improves estimate of the number of victims in databases

But while HRDAG’s estimate relied on the painstaking efforts of human workers to carefully weed out potential duplicate records, hashing with statistical estimation proved to be faster, easier and less expensive. The researchers said hashing also had the important advantage of a sharp confidence interval: The range of error is plus or minus 1,772, or less than 1 percent of the total number of victims.

“The big win from this method is that we can quickly calculate the probable number of unique elements in a dataset with many duplicates,” said Patrick Ball, HRDAG’s director of research. “We can do a lot with this estimate.”

Collaboration between the Colombian Truth Commission, the Special Jurisdiction for Peace, and HRDAG (Dataset)

The Colombian Truth Commission (CEV), the Special Jurisdiction for Peace (JEP), and the Human Rights Data Analysis Group (HRDAG) have worked together to integrate data and calculate statistical estimates of the number of victims of the armed conflict, including homicides, forced disappearances, kidnapping, and the recruitment of child soldiers. Data are available through National Administrative Department of Statistics (DANE), the Truth Commission, and GitHub. Published in 2023.

Welcoming our new Technical Lead

After almost two months of searching for the perfect fit, we’re very pleased to announce that Josh Shadlen has joined HRDAG as our new technical lead. Finding Josh was no easy feat. We were looking for what many people would call a “data scientist,” that is, someone with expertise in both computer science and statistics. These days, “data science” is one of the hottest fields out there. Bringing the perfect mix of academic depth and thoughtful reflection, Josh stood out for us. The need to establish the truth around events is central to goals of transitional justice, particularly securing accountability, establishing legitimate and effective justice mechanisms, and laying the foundations for a peaceful society. Documentation to provide verifiable and widely accepted accounts of such events is a critical component of establishing this truth, or the multiple truths that may exist for a population. It is difficult to overstate the important role of documentation in transitional justice efforts. As we get ready to begin our fourth year as an independent nonprofit, we are, as always, indebted to our Advisory Board and to our funders for their support and vision. We’re finishing up a busy year that took us to Dakar (for the trial of former Chadian dictator Hissène Habré), Pristina (for the release of the Kosovo Memory Book), Colombia (for work on a book about the Guatemalan Police Archives), and kept us busy here at home working on police violence statistics. The Great Lessons in Research at the Archive

Doing an investigation on the contents of the Archive brought with it three major lessons. The first big lesson was the constant movement (nothing was static), The second great lesson was that everything evolved (the changes were a constant). The third major lesson was to discover how two institutions can work together while geographically far apart.
