On Wednesday, April 9, the file hosting service Dropbox announced the addition of Condoleezza Rice, former U.S. National Security Advisor and Secretary of State, to their Board of Directors, citing the need for “a leader who could help us expand our global footprint.”
In response to this announcement, HRDAG requested (and rapidly received) a refund for our recent purchase of Dropbox for Business, and will drop the use of their service entirely.

Over the last few years, we've tried to make the data organized in our projects publicly accessible. We have encouraged our partners to publish the data at the completion of the project. We continue to believe it is important to offer access to the data used in our projects for the sake of transparency as well as to encourage further research and analysis. However, we are increasingly concerned about how raw data are used. Data collected by what we can observe is what statisticians call a convenience sample, which is subject to selection bias.

Following a brutal 11-year civil war, the Parliament of Sierra Leone called for a Truth and Reconciliation Commission (TRC) to create "an impartial, historical record of the conflict", and "address impunity; respond to the needs of victims; promote healing and reconciliation; and prevent a repetition of the violations and abuses suffered." As selection bias is increasing, it becomes harder to see it: we have the “appearance of perfect knowledge, when in fact the shape of that knowledge has not changed that much,” says Patrick. “Technology is not a substitute for science.”

On February 4, 2015, at the National Archive in Pristina, Kosovo, HRDAG executive director Patrick Ball gave a presentation on research (done with colleague Jule Krüger) about the database of the Kosovo Memory Book (KMB). The KMB is part of the Humanitarian Law Centre in Belgrade and Pristina). In this photo, Patrick is speaking, and HLC-Belgrade executive director emeritus Natasa Kandic and Professor Michael Spagat are at the table with him. At the laptop between Spagat and Patrick is Laza Lazarevic of HLC; he is part of the KMB team.

We have accomplished so much in the last 10 years at the Historical Archive of the National Police. And yet, despite the efforts, dedication, and commitment of each person who since 2006 has worked in the AHPN, we still can not say “mission accomplished.”
In 10 years the environment at the Archive has changed so much and become so full of life. Where the building once sheltered unknown stories, over time some of those stories have been revealed. But Guatemala has a long way to go in letting the world get to know more deeply about the secrets within the documents stored there.
