Hissène Habré was president of the former French colony of Chad from 1982 to 1990. Credible allegations of systematic torture and crimes against humanity have been made against Habré’s state security force, the Documentation and Security Directorate (DDS), which pursued political opponents and operated notorious prisons during his regime.

In early March, the Bureau of Justice Statistics published a report that estimated that in the period 2003-2009 and 2011, there were approximately 7427 homicides committed by police in the US. We responded that the method the analysts used, capture-recapture with two databases, is vulnerable to underestimation if the databases exhibit positive dependence. BJS Report on Arrest-Related Deaths: True Number Likely Much Greater

Today the Bureau of Justice Statistics (BJS) released a report on their effort to document “all deaths that occur during the process of arrest in the United States.” The analysis estimates that the Arrest-Related Deaths (ARD) program covers only 34-49% of these deaths. A parallel program by the FBI (the Supplementary Homicide Reports, SHR) is estimated to cover approximately the same proportion of deaths. Even taking into consideration both programs, 28% of all police homicides remain unreported.

In 1984, as a fresh PhD, I heard Richard Savage give his presidential address at the Joint Statistical Meetings in Philadelphia. He called it "Hard/Soft Problems" and made a big pitch for statisticians to get involved in human rights data analysis. It was inspirational, and I was immediately sold. Estimated Gaza Toll May Have Missed 25,000 Deaths, Study Says
Patrick Ball, director of research at the Human Rights Data Analysis Group, and a statistician who has conducted similar estimates of violent deaths in conflicts in other regions, said the study was strong and well reasoned. But he cautioned that the authors may have underestimated the amount of uncertainty caused by the ongoing conflict.
The authors used different variations of mathematical models in their calculations, but Dr. Ball said that rather than presenting a single figure — 64,260 deaths — as the estimate, it may have been more appropriate to present the number of deaths as a range from 47,457 to 88,332 deaths, a span that encompasses all of the estimates produced by modeling the overlap among the three lists.
“It’s really hard to do this kind of thing in the middle of a conflict,” Dr. Ball said. “It takes time, and it takes access. I think you could say the range is larger, and that would be plausible.”

How many social movement leaders have been killed in Colombia? An estimate and analysis
As the war between the guerrillas, the Army, and paramilitary groups in Colombia winds down, violence against social movement leaders has intensified. Using data from six organizations, this report estimates the total number of social movement leaders killed in 2016 and 2017. The perpetrators of the killings are not reported in the data or in the report.
In the report, we observe that together, the monitoring organizations documented 160 killings in 2016, and we estimate a total population of 166 deaths.[1] In 2017, there were 172 documented killings, and we estimate a total of 185 deaths.[2]

Inside Syria’s prisons, where an estimated 17,723 have died since 2011
Excerpt from the article: The estimate is based on reports from four organizations investigating deaths in Syria from March 15, 2011, to December, 31, 2015. From those cases, the Human Rights Data Analysis Group identified 12,270 cases with sufficient information to confirm the person was killed in detention. Using a statistical method to estimate how many victims they do not yet know about, the group came up with 17,723 cases.
