Some of the earliest large-scale human rights information projects happened in El Salvador. One was developed by Patrick Ball at the Salvadoran non-governmental Human Rights Commission, also known as Comision de Derechos Humanos de El Salvador (CDHES-ng). Between 1977 and 1990, more than 9,000 testimonies were taken in an effort to document the nature and scope of the bloody conflict between the army and the Farabundo Marti National Liberation Front (FMLN). In 2014 and again in 2020, the Invisible Institute, a Chicago grassroots organization, won lawsuits that granted them access to decades of complaints of misconduct by Chicago police officers. The collection contains hundreds of thousands of pages of allegation forms, memos, various police administrative forms, interviews and testimonies, pictures, and even embedded audio files. The Institute published scanned images on the Citizens Police Data Project, and is using them for a project with HRDAG known as Beneath the Surface, which is a detailed investigation into gender-based violence by Chicago Police.

In July 2009, HRDAG concluded a three-year project with the Liberian Truth and Reconciliation Commission (TRC) to help clarify Liberia’s violent history and hold perpetrators accountable. A military coup in 1979 sparked 24 years of civil war in Liberia where warring factions subjected civilians to severe human rights abuses. The TRC sought to determine whether these violations represented a systematic pattern or policy. This chapter describes how HRDAG developed a statistical analysis of the more than 17,000 victim and witness statements collected by the TRC and applied Ball’s “Who Did What To Whom?” methodology. The Colombian Truth Commission (CEV), the Special Jurisdiction for Peace (JEP), and the Human Rights Data Analysis Group (HRDAG) have worked together to integrate data and calculate statistical estimates of the number of victims of the armed conflict, including homicides, forced disappearances, kidnapping, and the recruitment of child soldiers. Data are available through National Administrative Department of Statistics (DANE), the Truth Commission, and GitHub. Published in 2023.

Excerpt from the article: The estimate is based on reports from four organizations investigating deaths in Syria from March 15, 2011, to December, 31, 2015. From those cases, the Human Rights Data Analysis Group identified 12,270 cases with sufficient information to confirm the person was killed in detention. Using a statistical method to estimate how many victims they do not yet know about, the group came up with 17,723 cases.

We have accomplished so much in the last 10 years at the Historical Archive of the National Police. And yet, despite the efforts, dedication, and commitment of each person who since 2006 has worked in the AHPN, we still can not say “mission accomplished.”

In early 2006 I joined the Historical Archive of the National Police (Archivo Histórico de la Policía Nacional, or AHPN) without knowing the impact it would have on my future. I started with cleaning, organizing and classifying documents—and learning, with other colleagues, what a historical archive is and how it works.
By April of that year, parallel to these learning processes, I was selected along with 20 other people to begin work on the challenging Quantitative Research project. I started as a "coder," transferring key content from documents into a database. (more…)
