Earlier this month, HRDAG and the Historic Archive of the National Police (AHPN) of Guatemala launched a book that represents a long-time collaboration between the two organizations. The book, “Una mirada al AHPN a partir de un studio de cuantitativo,” is, as the title states, a look at the Archive’s datasets via a quantitative study. Reflections: Growing and Learning in Guatemala

As a woman, mother and sociologist who is curious about the patterns of our political past in Guatemala, I feel privileged to know and work with the HRDAG team. Rise of the racist robots – how AI is learning all our worst impulses

“If you’re not careful, you risk automating the exact same biases these programs are supposed to eliminate,” says Kristian Lum, the lead statistician at the San Francisco-based, non-profit Human Rights Data Analysis Group (HRDAG). Last year, Lum and a co-author showed that PredPol, a program for police departments that predicts hotspots where future crime might occur, could potentially get stuck in a feedback loop of over-policing majority black and brown neighbourhoods. The program was “learning” from previous crime reports. For Samuel Sinyangwe, a justice activist and policy researcher, this kind of approach is “especially nefarious” because police can say: “We’re not being biased, we’re just doing what the math tells us.” And the public perception might be that the algorithms are impartial.

Learning Day by Day: Quantitative Research at the AHPN

Working at the Historic Archive of the National Police (AHPN) of Guatemala, there are many skills I learned on the job. My many years of work on the team that studies the recovered documents have been like a custom-made course in how to do quantitative research. The Archive documents I study are the result of 36 years of creation during civil war (1960 to 1996). Many of these documents are simply administrative—but we are able to use them to understand patterns that occurred during the conflict, to get a sense of what mattered to the National Police and what didn’t. R programming language demands the right use case

HRDAG is identifying and interpreting the best science we can find to shed light on the global crisis brought on by the novel coronavirus, about which we still know so little. Right now, most of the data on the virus SARS-CoV-2 and Covid-19, the condition caused by the virus, are incomplete and unrepresentative, which means that there is a great deal of uncertainty. But making sense of imperfect datasets is what we do.
