How many police homicides in the US? A reconsideration

In early March, the Bureau of Justice Statistics published a report that estimated that in the period 2003-2009 and 2011, there were approximately 7427 homicides committed by police in the US. We responded that the method the analysts used, capture-recapture with two databases, is vulnerable to underestimation if the databases exhibit positive dependence. We conduct a thorough sensitivity analysis on the original independence model as applied to the police homicides databases. Over the last few years, we've tried to make the data organized in our projects publicly accessible. We have encouraged our partners to publish the data at the completion of the project. We continue to believe it is important to offer access to the data used in our projects for the sake of transparency as well as to encourage further research and analysis. However, we are increasingly concerned about how raw data are used. Data collected by what we can observe is what statisticians call a convenience sample, which is subject to selection bias.

BJS Report on Arrest-Related Deaths: True Number Likely Much Greater

Today the Bureau of Justice Statistics (BJS) released a report on their effort to document “all deaths that occur during the process of arrest in the United States.” The analysis estimates that the Arrest-Related Deaths (ARD) program covers only 34-49% of these deaths. A parallel program by the FBI (the Supplementary Homicide Reports, SHR) is estimated to cover approximately the same proportion of deaths. Even taking into consideration both programs, 28% of all police homicides remain unreported.

The 2,500 page report uncovers previously unknown findings about past human rights abuses in Timor-Leste between 1974 and 1999. Abstract: The challenges and opportunities researchers face when working with unstructured data are hardly new. This article defines unstructured data as data that is not organized according to pre-existing schemas or structures for the sake of statistical analysis. Unstructured data poses a unique challenge for researchers focused on police and policing. The article discusses a definition of unstructured data and two of the primary challenges faced when working with such data, namely information extraction and classification problems. How we go about estimating casualties in Syria—Part 1
I spent the two weeks over Easter working with Patrick and Megan in San Francisco, trying to figure out a strategy of how best to estimate the number of casualties the Syrian civil war has claimed in the past two years. In January, HRDAG published a report on the number of fully identified casualties reported in the Syrian Arab Republic between March 2011 and November 2012. The number of de-duplicated records of killings for this period was 59,648, a number that is likely to be an undercount since we know that many incidences of lethal violence in conflict go unreported, and that the unreported cases are not missing at random. Learning Day by Day: Quantitative Research at the AHPN
Working at the Historic Archive of the National Police (AHPN) of Guatemala, there are many skills I learned on the job. My many years of work on the team that studies the recovered documents have been like a custom-made course in how to do quantitative research.
The Archive documents I study are the result of 36 years of creation during civil war (1960 to 1996). Many of these documents are simply administrative—but we are able to use them to understand patterns that occurred during the conflict, to get a sense of what mattered to the National Police and what didn’t.
