Trips to and from Guatemala

HRDAG has been working with the Historic Archive of the National Police in Guatemala (hereafter, the Archive) for the past seven years.  The Archive contains a treasure trove of data recorded and kept by the Guatemalan National Police over the past century.  When the Archive was first discovered in 2005, researchers there immediately recognized both the value and fragility of the tens of millions of documents.  As a result, they reached out to HRDAG, and we reached out to volunteers at Westat to devise a plan to estimate the contents of the entire Archive as quickly as possible in case the documents were destroyed or access to them was limited.  ...

Ouster of Guatemala’s Attorney General

We were surprised and disappointed to learn that our colleague Claudia Paz y Paz has had her term as Guatemala’s attorney general cut short. The nation’s Constitutional Court ruled on 6 February that her four-year term will end this May, instead of in December. (She was appointed in December 2010, replacing an attorney general who was appointed in May 2010.) During her term, she put four generals from Guatemala’s civil war on the stand for charges of crimes against humanity and genocide, including General José Efraín Ríos Montt, who ruled from 1982 to 1983. Perú

In 2001, President Alejandro Toledo, called for the establishment of the Comision de la Verdad y Reconciliacion (CVR) (Truth and Reconciliation Commission) to investigate human rights abuses in Perú between 1980 and 2000. Dr. Patrick Ball was invited to work with the Commission to evaluate the CVR technical work and make recommendations on the information management process and analytic strategies. HRDAG consultant Jana Asher worked with Dr. Ball and CVR staff members David Sulmont (Director Informations Systems) and Daniel Manrique (Database Expert) to present evidence of the violations in a report to the CVR. Here’s how an AI tool may flag parents with disabilities

HRDAG contributed to work by the ACLU showing that a predictive tool used to guide responses to alleged child neglect may forever flag parents with disabilities. “These predictors have the effect of casting permanent suspicion and offer no means of recourse for families marked by these indicators,” according to the analysis from researchers at the ACLU and the nonprofit Human Rights Data Analysis Group. “They are forever seen as riskier to their children.”

What’s the relationship between statistics and AI and machine learning?

AI seems to be a sort of catchall for predictive modeling and computer modeling. There was this great tweet that said something like, “It’s AI when you’re trying to raise money, ML when you’re trying to hire developers, and statistics when you’re actually doing it.” I thought that was pretty accurate.
