Help us hold human rights violators accountable!
Herb led and mentored a generation of statisticians working in human rights.
One of the three main goals of HRDAG is education and outreach, and to that end we use Creative Commons licenses for all of our blogposts and, whenever possible, for our publications. Using a Creative Commons license makes it clear that educators are free to use HRDAG's publications, in their entirety, and with the peace of mind that they are doing so with our blessing.
Also, the use of the Creative Commons license allows us to participate in and encourage the creation of a digital commons, which we feel helps to advance another one of our goals, the creation of knowledge. We feel that it’s important to offer up our publications for use and reuse ...
HRDAG is identifying and interpreting the best science we can find to shed light on the global crisis brought on by the novel coronavirus, about which we still know so little. Right now, most of the data on the virus SARS-CoV-2 and Covid-19, the condition caused by the virus, are incomplete and unrepresentative, which means that there is a great deal of uncertainty. But making sense of imperfect datasets is what we do. HRDAG is contributing to a better understanding with explainers, essays, and original research, and we are highlighting trustworthy resources for those who want to dig deeper.

Over the last few years, we've tried to make the data organized in our projects publicly accessible. We have encouraged our partners to publish the data at the completion of the project. We continue to believe it is important to offer access to the data used in our projects for the sake of transparency as well as to encourage further research and analysis. However, we are increasingly concerned about how raw data are used. Data collected by what we can observe is what statisticians call a convenience sample, which is subject to selection bias.
We're keeping these datasets available for researchers who want to use them for simulation or estimation ...

Valentina Rozo Ángel has worked with HRDAG and the Colombian Truth Commission to acknowledge victims of the 50-year conflict who are not visible or easily counted.
On the heels of the Arab Spring revolutions, which began in December 2010, armed conflicts began in Syria in March 2011. What started as protests demanding that President Bashar al-Assad resign resulted in the deployment of the Syrian Army to stop the uprising. Since then, violent conflict has been raging in Syria. Amid this continuing violence and humanitarian crisis, local human rights activists and citizen journalists risk their lives to document human rights violations. The grave challenges they face are compounded by the regime's active suppression of information flow out of the country. As a result, there is considerable uncertainty about the ...
Ten years after the war ended in Sri Lanka, we still don’t know to the nearest ten thousand how many people perished. The estimates for the death toll for the last five months of the war alone vary between 7000 and 147,000. In 2011, the UN said it thought approximately 40,000 civilians had died; then in 2012 an internal UN report estimated it was at least 70,000. Population data from World Bank and UN sources indicated that more than 100,000 Tamils living in the conflict areas in the north have not returned home after the war.
HRDAG has provided technical assistance to a broad range of non-governmental human rights organizations in Sri ...
Hissène Habré's rule over the former French colony of Chad, from 1982 to 1990, was marked by numerous and credible allegations of systematic torture and crimes against humanity. Habré claims that he was not aware of violations committed by the Documentation and Security Directorate (DDS), the state security force that pursued political opponents and operated notorious prisons during his regime.
In January 2010, the Human Rights Data Analysis Group (HRDAG) released a new study showing that Habré was well informed of the hundreds of deaths that occurred in prisons operated by the DDS. The HRDAG report, State Coordinated Violence in Chad under ...
Today we celebrate the 65th anniversary of the Universal Declaration of Human Rights, which was adopted by the UN General Assembly on 10 December 1948. At HRDAG, we are non-partisan: we do not favor any party or government in conflicts. But we are not neutral: we are always in favor of human rights. We believe in the power and value of data; as we see it, data distills human actions and existence, all of which have power and value. With this in mind, we propose these seven articles that comprise our declaration of a few data rights (click through the links for some examples).
Preamble
Whereas data represents the suffering of human beings,
Whereas ...

Q8. What do you mean by "overlap," and why are overlaps important?
Q9. [In depth] Why is automated matching so important, and what process do you use to match records?
Q8. What do you mean by "overlap," and why are overlaps important?
MSE estimates the total number of violations by comparing the size of the overlap(s) between lists of human rights violations to the sizes of the lists themselves. By "overlap," we mean the set of incidents, such as deaths, that appear on more than one list of human rights violations. Accurately and efficiently identifying overlaps between ...
The first time I met anyone at HRDAG, I was a journalist. It was 2006. I was working on a story about a graduate student at Carnegie Mellon who’d collaborated with the organization on a survey in Sierra Leone, and I contacted Patrick Ball to discuss the work. At the time, I found him challenging.
But I thought his work—trying to estimate how many people were killed, or, in that study, otherwise injured, during wars—was fascinating. Over the next few years, I got to know other researchers working on similar questions. In 2008, as the war in Iraq ramped up, I spoke with epidemiologists from Johns Hopkins University, the World Health Organiz...
