In early March, the Bureau of Justice Statistics published a report that estimated that in the period 2003-2009 and 2011, there were approximately 7427 homicides committed by police in the US. We responded that the method the analysts used, capture-recapture with two databases, is vulnerable to underestimation if the databases exhibit positive dependence. The task is a quantum of workflow
This post describes how we organize our work over ten years, twenty analysts, dozens of countries, and hundreds of projects: we start with a task. A task is a single chunk of work, a quantum of workflow. Each task is self-contained and self-documenting; I'll talk about these ideas at length below. Updated Casualty Count for Syria
Today the United Nations Office of the High Commissioner for Human Rights (OHCHR) released an HRDAG-prepared report that describes and tallies documented killings in the Syrian Arab Republic from the beginning of the conflict in March 2011 through April 2014. (The report is here.) This is our third report for the UN on the Syrian conflict, and it is an update of work we published in January 2013 and June 2013.
The report, Updated Statistical Analysis of Documentation of Killings in the Syrian Arab Republic, concludes that approximately 191,000 identifiable victims have been reported in the period covered (March 2011 – April 2014). (more…)

What is a controlled vocabulary?
A controlled vocabulary provides the ability to transform information that has been collected on violations, victims, and perpetrators into a countable set of data categories. It is important that this process be done without discarding relevant information and without misrepresenting the collected information.

Inside Syria’s prisons, where an estimated 17,723 have died since 2011
Excerpt from the article: The estimate is based on reports from four organizations investigating deaths in Syria from March 15, 2011, to December, 31, 2015. From those cases, the Human Rights Data Analysis Group identified 12,270 cases with sufficient information to confirm the person was killed in detention. Using a statistical method to estimate how many victims they do not yet know about, the group came up with 17,723 cases.
