A Universal Declaration of a Few Data Rights
Today we celebrate the 65th anniversary of the Universal Declaration of Human Rights, which was adopted by the UN General Assembly on 10 December 1948. At HRDAG, we are non-partisan: we do not favor any party or government in conflicts. But we are not neutral: we are always in favor of human rights. We believe in the power and value of data; as we see it, data distills human actions and existence, all of which have power and value. With this in mind, we propose these seven articles that comprise our declaration of a few data rights (click through the links for some examples).

The coding, from my perspective, is the heart of the project. 500 Tamils disappeared in Army custody — New Study
The Sri Lankan army must explain to the families of the disappeared and missing what happened to an estimated 500 Tamils who disappeared in their custody at the war end on/around 18 May 2009, said two international NGOs who have been collating and analysing lists of names.
Sri Lanka has one of the largest numbers in the world of enforced disappearances but these 500 represent the largest number of disappearances all in one place and time in the country. Kosovo 1999 – Using MSE to Examine Political Claims
Patrick Ball expanded his use of multiple systems estimation (MSE) to clarify the history of a deadly conflict in Kosovo. The violence began in 1989 when Serbian President Slobodan Milošević revoked Kosovo's autonomous status within the Republic of Serbia triggering fighting between Kosovar Albanians and the Yugoslav government. Allegations of widespread and systematic human rights violations were made against Serbian forces and NATO intervened to repel Serb forces from Kosovo. Liberia 2009 – Coding Testimony to Determine Accountability for War Crimes
In July 2009, HRDAG concluded a three-year project with the Liberian Truth and Reconciliation Commission (TRC) to help clarify Liberia’s violent history and hold perpetrators accountable. A military coup in 1979 sparked 24 years of civil war in Liberia where warring factions subjected civilians to severe human rights abuses. The TRC sought to determine whether these violations represented a systematic pattern or policy. Colombia 2010-2012 – Advancing Methods to Count Deaths and Missing People
From 2010 to 2012, a series of reports by HRDAG researchers applied new statistical methodologies to investigate deaths and missing people in Colombia. A 2010 report released by HRDAG scientists Tamy Guberek, Daniel Guzmán, Megan Price, Kristian Lum, and Patrick Ball documented patterns of violence in the Colombian state of Casanare. HRDAG researchers used MSE to analyze killings and disappearances recorded in 15 datasets provided by judicial, government, security, forensic and civil society organizations. Welcoming our new Technical Lead
After almost two months of searching for the perfect fit, we’re very pleased to announce that Josh Shadlen has joined HRDAG as our new technical lead. Finding Josh was no easy feat. We were looking for what many people would call a “data scientist,” that is, someone with expertise in both computer science and statistics. These days, “data science” is one of the hottest fields out there.
