Following a brutal 11-year civil war, the Parliament of Sierra Leone called for a Truth and Reconciliation Commission (TRC) to create "an impartial, historical record of the conflict", and "address impunity; respond to the needs of victims; promote healing and reconciliation; and prevent a repetition of the violations and abuses suffered." Estimates of Killings and Disappearances in Casanare
Casanare is a large, rural department or state in Colombia that includes 19 municipalities and a population of almost 300,000 inhabitants. Located in the foothills of the Andes and on the eastern plains, Casanare has a history of violence. Multiple armed groups have operated in Casanare including paramilitaries, guerillas and the Colombian military. Many Casanare citizens have suffered violent deaths and disappearances.

Some of the earliest large-scale human rights information projects happened in El Salvador. One was developed by Patrick Ball at the Salvadoran non-governmental Human Rights Commission, also known as Comision de Derechos Humanos de El Salvador (CDHES-ng). Three months after the announcement of the momentous verdict finding former Chadian president Hissène Habré guilty of crimes against humanity, the presiding judges have released the full, written 681-page judgment of the court. Testimony given by HRDAG’s director of research, Patrick Ball, is mentioned at three points in the verdict.

Ten years after the war ended in Sri Lanka, we still don’t know to the nearest ten thousand how many people perished. The estimates for the death toll for the last five months of the war alone vary between 7000 and 147,000. In 2011, the UN said it thought approximately 40,000 civilians had died; then in 2012 an internal UN report estimated it was at least 70,000. Population data from World Bank and UN sources indicated that more than 100,000 Tamils living in the conflict areas in the north have not returned home after the war.

From 2010 to 2012, a series of reports by HRDAG researchers applied new statistical methodologies to investigate deaths and missing people in Colombia. A 2010 report released by HRDAG scientists Tamy Guberek, Daniel Guzmán, Megan Price, Kristian Lum, and Patrick Ball documented patterns of violence in the Colombian state of Casanare. Propelled by the impact of data analysis in El Salvador, Patrick Ball applied his WDWTW model to human rights information in other countries. Throughout the 1990’s, Ball worked at the American Association for the Advancement of Science (AAAS) analyzing large-scale human rights violations in Ethiopia, South Africa, Haiti and Guatemala.
