How statistics lifts the fog of war in Syria
Megan Price, director of research, is quoted from her Strata talk, regarding how to handle multiple data sources in conflicts such as the one in Syria. From the blogpost:
"The true number of casualties in conflicts like the Syrian war seems unknowable, but the mission of the Human Rights Data Analysis Group (HRDAG) is to make sense of such information, clouded as it is by the fog of war. They do this not by nominating one source of information as the "best", but instead with statistical modeling of the differences between sources."

In 2001, President Alejandro Toledo, called for the establishment of the Comision de la Verdad y Reconciliacion (CVR) (Truth and Reconciliation Commission) to investigate human rights abuses in Perú between 1980 and 2000. Dr. Patrick Ball was invited to work with the Commission to evaluate the CVR technical work and make recommendations on the information management process and analytic strategies. HRDAG consultant Jana Asher worked with Dr. Ball and CVR staff members David Sulmont (Director Informations Systems) and Daniel Manrique (Database Expert) to present evidence of the violations in a report to the CVR.

HRDAG Offers New R Package – dga
Much of the work we do at HRDAG involves estimating the number of undocumented deaths using a statistical technique called multiple systems estimation (MSE, described in more detail here). One of our goals is to make this class of methods more broadly available to human rights researchers. In particular, we are finding that Bayesian approaches are extremely valuable for MSE. Accordingly, we are pleased to offer a new R package called dga (“decomposable graphs approach”) that performs Bayesian model averaging for MSE.

Liberia 2009 – Coding Testimony to Determine Accountability for War Crimes
In July 2009, HRDAG concluded a three-year project with the Liberian Truth and Reconciliation Commission (TRC) to help clarify Liberia’s violent history and hold perpetrators accountable. A military coup in 1979 sparked 24 years of civil war in Liberia where warring factions subjected civilians to severe human rights abuses. The TRC sought to determine whether these violations represented a systematic pattern or policy. Guatemala 2011 – Developing Sampling Methods to Help Convict Perpetrators
During 36 years of internal armed conflict, which ended in 1996, an estimated 200,000 Guatemalans were killed or disappeared. HRDAG researchers returned to Guatemala in 2006 to analyze a sample of the estimated 46 million records discovered in the archive of the now disbanded Guatemalan National Police. The past year of research by the Benetech Human Rights Data Analysis Group (HRDAG) has supported criminal prosecutions and uncovered the truth about political violence in Guatemala, Iran, Colombia, Chad and Liberia. On today’s celebration of the 62nd anniversary of the Universal Declaration of Human Rights, HRDAG invites the international community to engage scientifically defensible methodologies that illuminate all human rights violations – including those that cannot be directly observed. 2011 will mark the 20th year that HRDAG researchers have analyzed the patterns and magnitude of human rights violations in political conflicts to determine how many of the killed and disappeared have never been accounted for – and who is most responsible.
Evaluation of the Kosovo Memory Book at Pristina

The KMB is part of the Humanitarian Law Centre in Belgrade and Pristina).
