HRDAG Analysis Supports Efforts to Hold Salvadoran Commanders Accountable for 1989 Jesuit Massacre
Almost a quarter century ago, on November 16, 1989, six Jesuit scholars, their housekeeper and her 15-year-old daughter were massacred inside the University of Central America (UCA) in San Salvador, El Salvador. Their chief target was the rector of the country’s leading university. The murders were carried out by members of the elite Atlacatl Battalion, acting on the direct orders of the highest-ranking members of the Salvadoran military. The coding, from my perspective, is the heart of the project. I say this, because the coding team has the responsibility of selecting documents according to the random sample, recording the documents’ contents, and applying the criteria to convert that content into an entry in a quantitative database. Uncovering Police Violence in Chicago: A collaboration between HRDAG and Invisible Institute
In 2014 and again in 2020, the Invisible Institute, a Chicago grassroots organization, won lawsuits that granted them access to decades of complaints of misconduct by Chicago police officers. The collection contains hundreds of thousands of pages of allegation forms, memos, various police administrative forms, interviews and testimonies, pictures, and even embedded audio files. The Institute published scanned images on the Citizens Police Data Project, and is using them for a project with HRDAG known as Beneath the Surface, which is a detailed investigation into gender-based violence by Chicago Police.

Quantitative Research at the AHPN Guatemala
In early 2006 I joined the Historical Archive of the National Police (Archivo Histórico de la Policía Nacional, or AHPN) without knowing the impact it would have on my future. I started with cleaning, organizing and classifying documents—and learning, with other colleagues, what a historical archive is and how it works.
By April of that year, parallel to these learning processes, I was selected along with 20 other people to begin work on the challenging Quantitative Research project. I started as a "coder," transferring key content from documents into a database. (more…)

Kosovo 1999 – Using MSE to Examine Political Claims
Patrick Ball expanded his use of multiple systems estimation (MSE) to clarify the history of a deadly conflict in Kosovo. The violence began in 1989 when Serbian President Slobodan Milošević revoked Kosovo's autonomous status within the Republic of Serbia triggering fighting between Kosovar Albanians and the Yugoslav government. Allegations of widespread and systematic human rights violations were made against Serbian forces and NATO intervened to repel Serb forces from Kosovo. Calculating US police killings using methodologies from war-crimes trials
Cory Doctorow of Boing Boing writes about HRDAG director of research Patrick Ball’s article “Violence in Blue,” published March 4 in Granta. From the post: “In a must-read article in Granta, Ball explains the fundamentals of statistical estimation, and then applies these techniques to US police killings, merging data-sets from the police and the press to arrive at an estimate of the knowable US police homicides (about 1,250/year) and the true total (about 1,500/year). That means that of all the killings by strangers in the USA, one third are committed by the police.”

Guatemala 1993-1999 – Using MSE to Estimate the Number of Deaths
Propelled by the impact of data analysis in El Salvador, Patrick Ball applied his WDWTW model to human rights information in other countries. Throughout the 1990’s, Ball worked at the American Association for the Advancement of Science (AAAS) analyzing large-scale human rights violations in Ethiopia, South Africa, Haiti and Guatemala. Together with senior scientific colleagues, including statistician Dr. Herb Spirer, Ball developed new methods for analyzing state-sanctioned violence.
