Learning Day by Day: Quantitative Research at the AHPN
Working at the Historic Archive of the National Police (AHPN) of Guatemala, there are many skills I learned on the job. My many years of work on the team that studies the recovered documents have been like a custom-made course in how to do quantitative research.
The Archive documents I study are the result of 36 years of creation during civil war (1960 to 1996). Many of these documents are simply administrative—but we are able to use them to understand patterns that occurred during the conflict, to get a sense of what mattered to the National Police and what didn’t. Our quantitative research shows us the Police behavior in broad strokes. ...
Bangladesh
In December 2006, Human Rights Watch (HRW) issued a report documenting torture and unlawful killings committed by Bangladesh's Rapid Action Battalion (RAB), an elite anti-crime and anti-terrorism force. According to HRW, many of the deaths for which RAB is responsible resulted from summary executions or extreme physical abuse. The statistical analysis presented in the report, "Judge, Jury, and Death: Torture and Executions by Bangladesh's Elite Security Force," was conducted by Romesh Silva, a statistician who worked within the Benetech Human Rights Program at the time, and who now works with HRDAG.
While researching these incidents, HRW compiled ...
Speaking Truth to Power in Chad
Our hearty congratulations to our partners at Human Rights Watch (HRW), Association des Victimes des Crimes du Régime de Hissène Habré (AVCRP), Association Tchadienne pour la Promotion et la Défense des Droits de l’Homme (PDDH), and the Fédération Internationale des ligues des Droits de l’Homme (FIDH) on today's launch of "La Plaine des mortes: Le Tchad des Hissène Habré, 1982-1990." This book chronicles the alleged human rights abuses of Hissène Habré, the president of Chad between 1982 and 1990. It is the culmination of more than 13 years of investigations, documentation and research focused on uncovering the nature of political ...
Record Linkage and Other Statistical Models for Quantifying Conflict Casualties in Syria
How do we know how many people have been killed in Syria? The hard answer is we don't. In this talk, presented at Strata, Megan Price addresses how HRDAG uses random forests, multiple systems estimation, and various Python and R packages to estimate conflict casualties.

Using Data and Statistics to Bring Down Dictators
In this story, Guerrini discusses the impact of HRDAG's work in Guatemala, especially the trials of General JosĂ© EfraĂn RĂos Montt and Colonel HĂ©ctor Bol de la Cruz, as well as work in El Salvador, Syria, Kosovo, and Timor-Leste. Multiple systems estimation and the perils of using raw data to draw conclusions are also addressed.
Megan Price and Patrick Ball are quoted, especially in regard to how to use raw data.
“From our perspective,” Price says, “the solution to that is both to stay very close to the data, to be very conservative in your interpretation of it and to be very clear about where the data came from, how it was collected, what ...
