Over the last year, HRDAG has deepened the national conversation about homicides by police, predictive policing software, and the role that bail plays in the criminal justice system. Our studies describe how the racial bias inherent in police practice becomes data input to predictive policing tools. In another project, we are shining light on the iniquities of bail decisions.

State Coordinated Violence in Chad under Hissène Habré -- [Français]
NEW STUDY DOCUMENTS HISSÈNE HABRÉ’S OVERSIGHT OF POLICE PRISONS WHERE THOUSANDS DIED
10th Anniversary of Indictment of Chad Ex-Dictator
January 29, 2010, N’Djamena, Chad and Palo Alto, CA, U.S. - On the 10th anniversary of the first indictment of Hissène Habré in Senegal, the Benetech Human Rights Data Analysis Group (HRDAG) released a new study showing that the former Chadian dictator was well informed of the hundreds of deaths that occurred in prisons operated by his political police. This information could be critical in the long delayed prosecution of Habré who has been accused of killing and systematically torturing thousands of politi...

For years I have been engaged in a quantitative study at Guatemala’s Historic Archive of the National Police, or AHPN. (See the blogposts below.) In this study coders collect data on sheets of paper according to criteria established and explained in manuals. But when collecting data, there’s always room for human error—this is why the validity of the study hinges on verifying that coders use the correct criteria.
It is important to mention that the mainstay of coding is the use of a controlled vocabulary. A controlled vocabulary gives analysts a framework, or frame of reference, when converting qualitative information into categories ...

Defending Human Rights Data And The Possibility of Justice In East Timor
By Patrick Ball and Romesh Silva
On June 5th, armed gangs broke into the offices of the Commission for Reception, Truth and Reconciliation (CAVR) in Dili, East Timor and stole their motorbikes.
Many human rights workers wondered whether the mobs would soon return to loot the irreplaceable paper records used by the CAVR to compile a definitive report on human rights abuses during the Indonesian occupation of East Timor from 1975-1999.
The release of this report was preempted by the recent violence in Dili. But in the midst of the chaos, Australian military forces stepped in to ...
(This post is co-authored by Patrick Ball and Kristian Lum.)
In early March, the Bureau of Justice Statistics published a report that estimated that in the period 2003-2009 and 2011, there were approximately 7427 homicides committed by police in the US. We responded that the method the analysts used, capture-recapture with two databases, is vulnerable to underestimation if the databases exhibit positive dependence. We conduct a thorough sensitivity analysis on the original independence model as applied to the police homicides databases. We used information from several other countries where our partners created multiple databases of homicides. We ...
During the conflict between NATO and Yugoslavia in early 1999, hundreds of thousands of people fled Kosovo, and thousands more were killed. Who were the perpetrators? Statistical analysis helped answer this question.
While at the American Association for the Advancement of Science (AAAS), members of the HRDAG team wrote several reports on the conflict. With partners at ABA CEELI (American Bar Association/Central European and Eurasian Law Initiative), HRDAG submitted an expert report that was used in the trial of former Yugoslav president Slobodan Milošević at the ICTY (International Criminal Tribunal for the Former Yugoslavia) in The Hague, ...
It’s inevitable that databases will have information gaps, and special care must be taken to account for these gaps.
HRDAG is helping the Invisible Institute turn their windfall of raw data about police misconduct into data that can be analyzed.

Who We Are
The Human Rights Data Analysis Group is a non-profit, non-partisan organization that applies rigorous science to the analysis of human rights violations around the world. We are a team with expertise in mathematical statistics, computer science, demography, and social science. We are non-partisan—we do not take sides in political or military conflicts, nor do we advocate any particular political party or government policy. However, we are not neutral: we are always in favor of human rights. We support the protections established in the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, and ...

Ten years after the war ended in Sri Lanka, we still don’t know to the nearest ten thousand how many people perished. The estimates for the death toll for the last five months of the war alone vary between 7000 and 147,000. In 2011, the UN said it thought approximately 40,000 civilians had died; then in 2012 an internal UN report estimated it was at least 70,000. Population data from World Bank and UN sources indicated that more than 100,000 Tamils living in the conflict areas in the north have not returned home after the war.
HRDAG has provided technical assistance to a broad range of non-governmental human rights organizations in Sri ...
