Analysis of Uncovered Government Data from Guatemala and Chad Clarifies History and Supports Criminal Prosecutions

The past year of research by the Benetech Human Rights Data Analysis Group (HRDAG) has supported criminal prosecutions and uncovered the truth about political violence in Guatemala, Iran, Colombia, Chad and Liberia. On today’s celebration of the 62nd anniversary of the Universal Declaration of Human Rights, HRDAG invites the international community to engage scientifically defensible methodologies that illuminate all human rights violations – including those that cannot be directly observed. 2011 will mark the 20th year that HRDAG researchers have analyzed the patterns and magnitude of human rights violations in political conflicts to determine how many of the killed and disappeared have never been accounted for – and who is most responsible.
From 2010 to 2012, a series of reports by HRDAG researchers applied new statistical methodologies to investigate deaths and missing people in Colombia. A 2010 report released by HRDAG scientists Tamy Guberek, Daniel Guzmán, Megan Price, Kristian Lum, and Patrick Ball documented patterns of violence in the Colombian state of Casanare. HRDAG researchers used MSE to analyze killings and disappearances recorded in 15 datasets provided by judicial, government, security, forensic and civil society organizations. In a recent article in the SAIS Review of International Affairs, we wrote about "event size bias," the problem that events of different sizes have different probabilities of being reported. In this case, the size of an event is defined by the number of reported victims. Our concern is that not all violent (in this case homicide) events are recorded, that is, some events will have zero sources. Our theory is that events with fewer victims will receive less coverage than events with more victims, and that a higher proportion of small events will have zero sources relative to large events.

Hissène Habré's rule over the former French colony of Chad, from 1982 to 1990, was marked by numerous and credible allegations of systematic torture and crimes against humanity. Habré claims that he was not aware of violations committed by the Documentation and Security Directorate (DDS), the state security force that pursued political opponents and operated notorious prisons during his regime.

We were surprised and disappointed to learn that our colleague Claudia Paz y Paz has had her term as Guatemala’s attorney general cut short. The nation’s Constitutional Court ruled on 6 February that her four-year term will end this May, instead of in December. (She was appointed in December 2010, replacing an attorney general who was appointed in May 2010.)
