Big Data Predictive Analytics Comes to Academic and Nonprofit Institutions to Fuel Innovation

“Revolution Analytics will allow HRDAG to handle bigger data sets and leverage the power of R to accomplish this goal and uncover the truth.” Director of Research Megan Price is quoted

Data-driven development needs both social and computer scientists

Excerpt:

Data scientists are programmers who ignore probability but like pretty graphs, said Patrick Ball, a statistician and human rights advocate who cofounded the Human Rights Data Analysis Group.

“Data is broken,” Ball said. “Anyone who thinks they’re going to use big data to solve a problem is already on the path to fantasy land.”

India

In 2009, as Indians debated institutional reform of their security forces in the wake of the previous year's Mumbai attacks, HRDAG issued a groundbreaking report about the human cost of suspending the rule of law during a violent counterinsurgency campaign in the Indian state of Punjab. Together with our partner Ensaaf, HRDAG released findings that cast substantial doubt on the Indian government's past explanations and justifications for disappearances and extrajudicial killings during the height of the Punjab counterinsurgency in the early 1990s. These findings contribute to an increasing body of knowledge that informs policy questions about the ...

Timor-Leste 2006 – Combining Found Data and Innovative Surveys To Uncover the Truth

Large-scale human rights violations in Timor-Leste began in 1975 when the Indonesian government invaded the small island and continued until Timorese independence in 1999. Disappearances, torture, forced displacement and extra-judicial killings took place during the Indonesian occupation compounded by a severe famine. Estimates of deaths ranged from 50,000 to 200,000, but individual sources reflected only a fraction of total fatalities. The Commission for Reception, Truth and Reconciliation in East Timor (CAVR) asked HRDAG to investigate abuses during the conflict. This chapter describes how Ball and HRDAG scientists Romesh Silva and Scott Weikart ...

Trump Administration’s Sanctions on the ICC are an Attack on the Rule of Law

The Trump Administration has issued additional sanctions against judges of the International Criminal Court (ICC), further endangering accountability and justice worldwide. Attacks on the ICC were a key factor in HRDAG’s decision to speak out against tyranny in the U.S. late last year, and this ongoing pressure threatens the Court’s ability to do its vital work.   HRDAG condemns these sanctions against the International Criminal Court and calls on the Trump Administration to respect and uphold the independence of the Court.  The ICC investigates and prosecutes individuals charged with the gravest crimes: genocide, war crimes, crimes ...

How we make sure that nobody is counted twice: A peek into HRDAG's record de-duplication

HRDAG is currently evaluating the quality and completeness of the Kosovo Memory Book of the Humanitarian Law Center (HLC) in Belgrade, Serbia. The objective of the Kosovo Memory Book (KMB) is to commemorate every single person who fell victim to armed conflict in Kosovo from 1998 to 2000, either through death or disappearance. While building and reviewing their database, one of the things that HLC has to do is “record linkage,” a process also known as “matching.” Matching determines whether two records are the same people (“a match”) or different people (“a non-match”). Matching helps to identify whether two existing records refer ...
