Colombia

Data integration and statistical estimation: A collaboration with the Colombian Truth Commission (CEV) and the Special Jurisdiction for Peace (JEP) Colombia and the guerrilla of the Revolutionary Armed Forces of Colombia (FARC) reached a Peace Agreement in 2016, which created the Commission for the Clarification of the Truth, Coexistence and Non-Repetition (CEV). The objective of this temporary institution was to discover the truth of what happened in the context of the armed conflict. 2020-2022: The Truth Commission joined with the Special Jurisdiction for Peace (JEP) and HRDAG in the "JEP-CEV-HRDAG data integration and statistical estimation" ...

USA

HRDAG’s analysis and expertise continues to deepen the national conversation about police violence and criminal justice reform in the United States. In 2015 we began by considering undocumented victims of police violence, relying on the same methodological approach we’ve tested internationally for decades. Shortly after, we examined “predictive policing” software, and demonstrated the ways that racial bias is baked into the algorithms. Following our partners’ lead, we next considered the impact of bail, and found that setting bail increases the likelihood of a defendant being found guilty. We then broadened our investigations to examine ...

Chad – Photo Essay

[français] Hissène Habré was president of the former French colony of Chad from 1982 to 1990. Credible allegations of systematic torture and crimes against humanity have been made against Habré’s state security force, the Documentation and Security Directorate (DDS), which pursued political opponents and operated notorious prisons during his regime. One prison where the DDS is alleged to have tortured prisoners is the “Piscine,” a former swimming pool covered by a concrete roof. Prisoners were held in ten dank cells where witnesses say they were starved and abused. After being forced from power in 1990, Habré went into exile ...

Chad

Hissène Habré's rule over the former French colony of Chad, from 1982 to 1990, was marked by numerous and credible allegations of systematic torture and crimes against humanity. Habré claims that he was not aware of violations committed by the Documentation and Security Directorate (DDS), the state security force that pursued political opponents and operated notorious prisons during his regime. In January 2010, the Human Rights Data Analysis Group (HRDAG) released a new study showing that Habré was well informed of the hundreds of deaths that occurred in prisons operated by the DDS. The HRDAG report, State Coordinated Violence in Chad under ...

Guatemala

Collecting and Protecting Human Rights Data in Guatemala (1991-2013) In 1996, a peace accord brokered by the United Nations ended 36 years of internal armed conflict in Guatemala. During the hostilities, non-governmental organizations asked for technical support from the scientific community in the project to gather the experiences of witnesses and victims in databases. From 1993 to 1999 Dr. Patrick Ball, then at the American Association for the Advancement of Science (AAAS), worked with the International Center for Human Rights Research in Guatemala (CIIDH) to collect and organize evidence of more than 43,000 human rights violations. The ...

Syria

On the heels of the Arab Spring revolutions, which began in December 2010, armed conflicts began in Syria in March 2011. What started as protests demanding that President Bashar al-Assad resign resulted in the deployment of the Syrian Army to stop the uprising. Since then, violent conflict has been raging in Syria. Amid this continuing violence and humanitarian crisis, local human rights activists and citizen journalists risk their lives to document human rights violations. The grave challenges they face are compounded by the regime's active suppression of information flow out of the country. As a result, there is considerable uncertainty about the ...

Liberia

In July 2009, The Human Rights Data Analysis Group (HRDAG) concluded a three-year project with the Liberian Truth and Reconciliation Commission to help clarify Liberia's violent history and hold perpetrators of human rights abuses accountable for their actions. (This work was conducted by HRDAG while with Benetech.) In the course of this work, HRDAG analyzed more than 17,000 victim and witness statements collected by the Liberian Truth and Reconciliation Commission and compiled the data into a report entitled "Descriptive Statistics From Statements to the Liberian Truth and Reconciliation Commission." The report is included as an annex to the final ...

Multiple Systems Estimation: Does it Really Work?

<< Previous post, MSE: Stratification and Estimation Q15. Are there other MSE models one might use with human rights data? Q16. Is it possible to use MSE to model non-lethal human rights violations? Q17. I am concerned about using MSE with my data, because the datasets were gathered by opposing organizations. Victims who were reported to an NGO were very unlikely to be reported to state sources, but also very likely to be reported to religious organizations. Won't that cause the overlaps between the NGO list and the state list to be artificially low, and the overlaps between the NGO list and the church list to be artificially high? Does ...

Killings of Social Movement Leaders in Colombia

Using multiple system estimation, we estimate the total population of social movement leaders killed in Colombia during 2018.

Kosovo

During the conflict between NATO and Yugoslavia in early 1999, hundreds of thousands of people fled Kosovo, and thousands more were killed. Who were the perpetrators? Statistical analysis helped answer this question. While at the American Association for the Advancement of Science (AAAS), members of the HRDAG team wrote several reports on the conflict. With partners at ABA CEELI (American Bar Association/Central European and Eurasian Law Initiative), HRDAG submitted an expert report that was used in the trial of former Yugoslav president Slobodan Milošević at the  ICTY (International Criminal Tribunal for the Former Yugoslavia) in The  Hague, ...

Policing

If you'd like to support HRDAG in this project, please consider making a donation via Our Donate page. Over the last year, HRDAG has deepened the national conversation about homicides by police, predictive policing software, and the role that bail plays in the criminal justice system. Our studies describe how the racial bias inherent in police practice becomes data input to predictive policing tools. In another project, we are shining light on the iniquities of bail decisions. Timor-Leste

During the violence in Timor-Leste in June 2006, armed gangs broke into the offices of the Commission for Reception, Truth and Reconciliation (CAVR) in Dili and stole their motorbikes. The Human Rights Data Analysis Group, then at Benetech®, and other human rights observers wondered whether the mobs would soon return to loot the irreplaceable paper records used by the CAVR to compile their definitive report entitled "Chega!" The Benetech Initiative contributed to the CAVR findings and released a separate statistical report (PDF) establishing that at least 102,800 (+/- 11,000) Timorese died as a result of human rights violations in Timor-Leste ...
