Liberia 2009 – Coding Testimony to Determine Accountability for War Crimes

In July 2009, HRDAG concluded a three-year project with the Liberian Truth and Reconciliation Commission (TRC) to help clarify Liberia’s violent history and hold perpetrators accountable. A military coup in 1979 sparked 24 years of civil war in Liberia where warring factions subjected civilians to severe human rights abuses. The TRC sought to determine whether these violations represented a systematic pattern or policy. HRDAG and the Allegheny Family Screening Tool

The Associated Press published an article about an investigation that HRDAG and the ACLU have been working on for more than a year. The article explains how the ACLU became involved in an examination of a tool that relies on artificial intelligence to predict which children could be at risk of harm. The tool is used by the Department of Human Services and the child welfare system in Allegheny County, Pennsylvania. Both the ACLU and the Department of Justice became concerned that the Family Screening Tool, as it is called, was “forever flagging” parents with disabilities and disproportionately removing their children to foster care. 500 Tamils forcibly disappeared in three days, after surrendering to army in 2009

A new study has estimated that over 500 Tamils were forcibly disappeared in just three days, after surrendering to the Sri Lankan army in May 2009.

The study, carried out by the Human Rights Data Analysis Group and the International Truth and Justice Project, based on compiled lists which identify those who were known to have surrendered, estimated that 503 people had been forcibly disappeared between the 17th– 19th of May 2009.


Our work has been used by truth commissions, international criminal tribunals, and non-governmental human rights organizations. We have worked with partners on projects on five continents.
