Hissène Habré was president of the former French colony of Chad from 1982 to 1990. Credible allegations of systematic torture and crimes against humanity have been made against Habré’s state security force, the Documentation and Security Directorate (DDS), which pursued political opponents and operated notorious prisons during his regime.
One prison where the DDS is alleged to have tortured prisoners is the “Piscine,” a former swimming pool covered by a concrete roof. Prisoners were held in ten dank cells where witnesses say they were starved and abused.

In December 2006, Human Rights Watch (HRW) issued a report documenting torture and unlawful killings committed by Bangladesh's Rapid Action Battalion (RAB), an elite anti-crime and anti-terrorism force. According to HRW, many of the deaths for which RAB is responsible resulted from summary executions or extreme physical abuse. Propelled by the impact of data analysis in El Salvador, Patrick Ball applied his WDWTW model to human rights information in other countries. Throughout the 1990’s, Ball worked at the American Association for the Advancement of Science (AAAS) analyzing large-scale human rights violations in Ethiopia, South Africa, Haiti and Guatemala. Collecting and Protecting Human Rights Data in Guatemala (1991-2013)
In 1996, a peace accord brokered by the United Nations ended 36 years of internal armed conflict in Guatemala. During the hostilities, non-governmental organizations asked for technical support from the scientific community in the project to gather the experiences of witnesses and victims in databases.

Kristian Lum, the lead statistician at the Human Rights Data Analysis Group, and an expert on algorithmic bias, said she hoped Stanford’s stumble made the institution think more deeply about representation.

El Salvador 1991 – Who Did What To Whom?
Members of the Salvadoran military committed tens of thousands of killings during the country’s civil war which raged from the late 1970’s until 1990. While working for a peace organization in El Salvador in 1991, Patrick Ball was asked by a colleague at a human rights group to help organize a large collection of human rights testimonies. Trained as a social scientist, Ball created the “Who Did What To Whom” (WTWTW) model for examining human rights data. Gen. José Guillermo García, El Salvador’s defense minister from 1979 to 1983, may be deported from Florida to El Salvador because of his involvement in war crimes that occurred under his command.
