Today Amnesty International released “‘It breaks the human’: Torture, disease and death in Syria’s prisons ,” a report detailing the conditions and mortality in Syrian prisons from 2011 to 2015, including data analysis conducted by HRDAG.
The report provides harrowing accounts of ill treatment of detainees in Syrian prisons since the conflict erupted in March 2011, and publishes HRDAG’s estimate of the number of killings that occurred inside the prisons.

Analysis of Uncovered Government Data from Guatemala and Chad Clarifies History and Supports Criminal Prosecutions

The past year of research by the Benetech Human Rights Data Analysis Group (HRDAG) has supported criminal prosecutions and uncovered the truth about political violence in Guatemala, Iran, Colombia, Chad and Liberia. On today’s celebration of the 62nd anniversary of the Universal Declaration of Human Rights, HRDAG invites the international community to engage scientifically defensible methodologies that illuminate all human rights violations – including those that cannot be directly observed. 2011 will mark the 20th year that HRDAG researchers have analyzed the patterns and magnitude of human rights violations in political conflicts to determine how many of the killed and disappeared have never been accounted for – and who is most responsible.
HRDAG analysis shows that the government figures are a gross underestimation of the drug-related killings in the Philippines.

Much of the work we do at HRDAG involves estimating the number of undocumented deaths using a statistical technique called multiple systems estimation (MSE, described in more detail here). One of our goals is to make this class of methods more broadly available to human rights researchers. In particular, we are finding that Bayesian approaches are extremely valuable for MSE. Ten years ago, in July 2005, human rights officers stumbled upon a nondescript warehouse in a commercial zone of Guatemala City and changed history. They had discovered an archive–its existence kept secret–belonging to the Guatemalan National Police, whose officers committed human rights atrocities on behalf of the government during the civil war.

Last week Forensis, the Colombian National Institute of Forensic Medicine’s flagship publication, published the first of our analyses of homicide patterns in Colombia. Authored by HRDAG executive director Patrick Ball and UN colleague Michael Reed Hurtado, “Cuentas y mediciones de la criminalidad y de la violencia” (pages 529-545) explores, as the title suggests, the quality of “truth” contained within crime registries. Citing the problem of partial data, missing data, and inherent design bias, Patrick and Michael write that no register, official or unofficial, can present a true reflection of what has really happened.

The American Statistical Association’s 2018 Karl E. Peace Award for Outstanding Statistical Contributions for the Betterment of Society recently recognized the work of leading human rights mathematician Patrick Ball of the Human Rights Data Analysis Group (HRDAG). The award is presented annually to statisticians whose exemplary statistical research is matched by the impact their work has had on the lives of people.
Established by the family of Karl E. Peace in honor of his work for the good of society, the award—announced at the Joint Statistical Meetings—is bestowed upon distinguished individual(s) who have made substantial contributions to the statistical profession, contributions that have led in direct ways to improving the human condition. Recipients will have demonstrated through their accomplishments their commitment to service for the greater good.”

On November 26, HRDAG colleague Anita Gohdes was awarded the German Dissertation Prize for the Social Sciences. The patron of the prize is the President of the German Parliament, Norbert Lammert, who presented Anita with the award.
Anita’s dissertation, “Repression 2.0: The Internet in the War Arsenal of Modern Dictators,” investigates the role played by social media networks in modern dictatorships, such as President Assad’s regime in Syria. Allegations of widespread and systematic human rights violations were made against Serbian forces and NATO intervened to repel Serb forces from Kosovo. I had the pleasure of working with Patrick Ball at the HRDAG office in San Francisco for a week during summer 2016. I knew Patrick from two workshops he previously hosted at the University of Washington’s Centre for Human Rights (UWCHR). The workshops were indispensable to us at UWCHR as we worked to publish a number of datasets on human rights violations during the El Salvador Civil War.
